In my opinion, the above quote is only a literary expression. I am certain that Newton is not the first man asked why the apple ( or anything else) fail, he is just the first man who can explain this phenomenon.
The quote seems to discriminate the talent of Newton from others. But I think that an inventor can not devise his invention from the scratch;he must rely on knowledge he gained from earlier generation. I can summarize it in an Edison’s quote parody ” An invention has only 1% belongs to its inventor, 99% belongs to human society”:D . Newton himself once said that he “only stand on the shoulder of giant”.
