Japan’s Kishida Visits White House Amid Historic Military Buildup at Home

Japanese Prime Minister Kishida Fumio and U.S. President Joe Biden will meet today (WaPo) in Washington, with Biden expected to praise Japan’s plans to dramatically boost its defense spending. Their meeting is expected to focus on the war in Ukraine, Chinese military aggression, the North Korean nuclear threat, and boosting security cooperation. Ahead of the visit, U.S. National Security Council spokesperson John Kirby told Nikkei that Washington is willing to help Tokyo gain the ability to launch missile attacks on enemy territory.
The two leaders are also expected to discuss U.S. export controls (Reuters) targeting China’s semiconductor sector. Tokyo supports the controls but has not matched them. Kishida’s visit caps off a weeklong tour of Western partner countries ahead of the Group of Seven (G7) summit that Japan will host in May.

Xoay xở với đồng lương tối thiểu…

Phải hít thật sâu rồi thở từ từ để kìm nén cảm xúc, những giọt nước mắt mới không trào ra khoé mắt đỏ hoe của chị Vũ Thị Vinh – công nhân thủy nông có thâm niên 10 năm làm việc tại Xí nghiệp Thuỷ lợi Phúc Thọ (Công ty TNHH một thành viên Thủy lợi Sông Tích).

Chị tiếp chuyện chúng tôi với tâm thế bất lực trước cuộc sống đầy rẫy lo toan nhưng thu nhập dưới mức lương tối thiểu vùng. Nợ chồng nợ. Nợ năm này qua năm khác, chẳng biết đến khi nào mới thoát ra được cảnh sống này.

Putin Replaces Russia’s Top General in Ukraine After Battlefield Setbacks

Russia’s highest-ranking military officer, General Valery Gerasimov, was promoted to lead the country’s forces (FT) in Ukraine, replacing General Sergey Surovikin. Since Surovikin was appointed three months ago (CBS), Russia has lost control of the southern town of Kherson and struggled to provide basic equipment to the hundreds of thousands of troops it started conscripting in September. Surovikin has also faced criticism for housing hundreds of troops in a building that was bombed by Ukraine. He will now serve as one of Gerasimov’s deputies.
Meanwhile, tensions have reportedly flared between Russia’s military and its Wagner Group of mercenaries over which forces deserve credit for alleged territorial gains in the town of Soledar. An unnamed source told the Financial Times that Surovikin’s demotion could be linked to the Wagner Group’s apparent successes.

Inside China’s crackdown on tattoo culture

“My behavior encroached on the physical and mental health of minors,” read a court-ordered apology issued by a tattoo artist in China’s Shaanxi province in September. “I am deeply aware of my mistakes,” he added. 

The man, who had admitted giving tattoos to 43 minors, became one of the first people charged under a new age restriction law, which came into effect in June. But while many countries enforce similar rules banning young people from getting inked, Chinese state media coverage suggested that protecting minors was as much about ideology as medical welfare. 

At the time, tabloid newspaper Global Times argued that tattoos are “driving minors away from establishing socialist core values,” as they can convey “harmful ideas” such as “feudal superstition,” “gang culture” and “overseas culture.”

An op-ed in Beijing Youth Daily meanwhile said that tattoo subculture “clashes” with the mainstream. The legislation, which bans people from even encouraging those aged under 18 to get tattoos, is just the latest move in an expanding crackdown on body art in China.

TTCT – Liệu những “hàng rào kỹ thuật” như quy định về đăng ký thường trú (và trước đây là hộ khẩu) có tác dụng ngăn cản dòng di cư vào đô thị lớn?

Mới đây, việc lập dự thảo quy định công dân làm thủ tục đăng ký thường trú phải có chỗ ở hợp pháp tối thiểu 8m2 đối nhà ở có nguồn gốc sở hữu nhà nước và 20m2 đối với nhà ở còn lại tiếp tục cho thấy chính sách thường trú ở Hà Nội khác biệt với các khu vực khác, cũng như nỗ lực cố gắng hạn chế dân số đăng ký thường trú vào đây.

Leaders of U.S., Canada, Mexico Meet 

U.S. President Joe Biden, Canadian Prime Minister Justin Trudeau, and Mexican President Andrés Manuel López Obrador are meeting in Mexico City (AP) for the North American Leaders’ Summit. Their discussions are expected to produce agreements (Reuters) on migration, semiconductors, climate change, and antidrug cooperation.
In a meeting between López Obrador and Biden yesterday, the two presidents pledged to step up cooperation (Reuters) on curbing fentanyl trafficking to the United States. Meanwhile, U.S. business leaders have voiced concern over López Obrador’s policies favoring state control in the economy. U.S.-Mexico trade increased by 19 percent (WaPo) in the first eleven months of 2022 as U.S. companies moved business away from China.

Nếu đơn thuần chỉ nhìn vào lợi ích kinh tế, rất nhiều người không thấy được giá trị mà cơ sở hạ tầng khoa học và các thiết bị nghiên cứu lớn như lò phản ứng nghiên cứu có thể đem lại cho một ngành, nhiều ngành, thậm chí cho cả xã hội.

Đoàn công tác VINATOM làm việc với TS. Khaled Toukan, Chủ tịch Ủy ban Năng lượng nguyên tử Jordan và các cán bộ của Ủy ban.

Jordan tháng mười một, khoảng thời gian đẹp nhất, dễ chịu nhất trong năm của quốc gia có khí hậu theo kiểu Địa Trung Hải: mát mẻ, nhiều mưa vào mùa đông và nóng khô mùa hè. Mặc dù thuộc về khu vực Trung Đông, kho dầu mỏ hàng đầu thế giới, nhưng vùng đất này không có nhiều tài nguyên thiên nhiên, và đặc biệt không có dầu mỏ. Có lẽ, đây là một phần lý do giải thích vì sao giữa các quốc gia Trung Đông giàu có nhờ khai thác vàng đen như UAE, Qatar, Kuwait… thì Jordan lại có vẻ kém tiếng, thậm chí lép vế. Tuy nhiên đó đã là quá khứ bởi từ năm, sáu năm trở lại đây, Jordan đã nổi lên như một hiện tượng. “Jordan hầu như đã đạt tới tầm quốc tế trong lĩnh vực năng lượng nguyên tử, họ đang dần dần phát triển theo hướng đó bởi có trong tay những cơ sở hạ tầng mơ ước nhất về năng lượng nguyên tử và vật lý hạt nhân là lò phản ứng nghiên cứu đa mục tiêu và trung tâm máy gia tốc Synchrotron. Và hơn nữa, họ có những con người có năng lực và tầm nhìn”, TS. Trần Chí Thành, Viện trưởng Viện Năng lượng nguyên tử Việt Nam (VINATOM), nhận xét như vậy ngay khi còn chưa rời Jordan.

Rising fertilizer costs decimate poor Mekong farmers’ livelihoods despite their vital role in feeding millions.

BANGKOK, THAILAND ― Skyrocketing prices for fertilizers and agricultural production has pushed farmers in the Mekong region into severe debt and poverty.

Many have been forced to abandon their farms or have been unable to pay their debts and have lost their land, despite their roles in ensuring food security for millions of people.   

“This is the worst year for farmers. Everything is more expensive, except rice prices, and they keep dropping,” said Prasert Tangthong, 58, a farmer with a small holding in Sing Buri province in central Thailand.

Bolsonaro Supporters Attack Government Buildings in Brazil

Brazilian police arrested at least three hundred people after thousands of supporters of former President Jair Bolsonaro stormed and vandalized (AP) Brazil’s Congress, Supreme Court, and presidential palace yesterday in scenes reminiscent of the January 6, 2021, attack on the U.S. Capitol. The rioters protested the results of last year’s presidential election, which Bolsonaro lost to left-wing former President Luiz Inácio Lula da Silva. Bolsonaro has for years pushed false claims about the credibility of Brazil’s election system, and many of his supporters say the 2022 election was stolen from him.
Multiple world leaders condemned the events (NYT) and voiced support for Lula, who said there was “incompetence or bad faith” on behalf of police who allowed the events to unfold. Bolsonaro, believed to be in Florida, tweeted a condemnation (NYT) of the attack several hours after it began.

 I. Nhận lại anh em, tìm lại bạn bè

Chăm là một trong 54 nhóm chủng tộc bất khả phân của dân tộc Việt Nam. Dân số người Chăm hiện nay khoảng 100.000 người, trong đó hơn 2/3 định cư tại Phan Rang, Phan Rí, Phan Thiết và Bình Tuy ; số còn lại sinh sống tại Châu Đốc, Tây Ninh và Sài Gòn. 

Cũng nên biết, trong thực tế, có khoảng 400.000 người Chăm sinh sống tại khắp nơi trên thế giới, đông nhất là tại Kampuchia (270.000 người), kế đến mới tới Việt Nam (100.000 người), sau là Thái Lan (15.000 người) và cuối cùng là Liên Bang Mã Lai, năm 1979 đã  tiếp nhận khoảng 10.000 người Chăm đến từ Kampuchia. Hải ngoại có khoảng 200 người Việt gốc Chăm (hơn 50 gia đình), đa số định cư tại Hoa Kỳ.

The relationship with India is “the most important for the United States in the 21st century,” said Kurt Campbell, the Biden administration’s National Security Council Coordinator for the Indo-Pacific, last month. President Biden made similar comments earlier in 2022, and the recently published US strategic reviews also talk about the importance of India. The US National Security Strategy, for instance, states that, “As India is the world’s largest democracy and a Major Defense Partner, the United States and India will work together, bilaterally and multilaterally, to support our shared vision for a free and open Indo-Pacific.”
 
Numerous reasons explain this enthusiasm for US-India rapprochement. Even though differences between the two countries are many (notably development level), similarities also abound. Both are big countries with a large and diverse population, both are democracies and both have vibrant civil societies and incredibly innovative communities, especially in technology.
