Central Vietnam: a month in tragedies

In just a month, central Vietnam got struck by three floods, four storms and a series of landslides that claimed 159 lives and left 71 missing.

On October 4, provinces from Thanh Hoa to Quang Ngai along the central strip of Vietnam recorded heavy rains due to a combination of a cold spell moving down from the north and winds from the east. After months of drought, rains brought joy to the people of central Vietnam. But little did they know the rain in fact signaled a streak of consecutive disasters.

Highlights from the year-end meeting of the National Assembly

The government is taking a cautious view in setting its development goals for 2021, which is understandable due to lingering risks from the Covid-19 pandemic.

The Vietnamese National Assembly (NA)’s year-end meeting, scheduled to last for more than three weeks from October 20 to November 17, will focus on reviewing socio-economic development in 2020 and decide important matters related to socio-economic issues and the state budget for the next year.

Does investor protection increase foreign direct investment? A meta‐analysis

- Abstract

We undertake a meta‐analysis of the effects of international investment agreements for the protection of foreign investors on foreign direct investment using 2107 estimates drawn from 74 studies. Our meta‐analysis finds robust evidence that effect of international investment agreements is so small as to be considered zero. However, our results do not rule out the possibility that the effect of these agreements is, in fact, positive and that current research methods are insufficiently powerful or precise to identify the underlying genuine effect. FDI from developed countries appears to be more responsive to the existence of investment protection, and there is evidence of publication–selection bias in favour of studies that find a positive effect for investor protection.

What Pompeo’s visit augurs for post election Vietnam-US relations

With minor differences, international observers agree that the latest Vietnam visit by U.S. Secretary of State Mike Pompeo signals post presidential election continuity.

While at least one expert is troubled by the lack of any new development, others see significance in the visit happening, per se.

“Pompeo’s unexpected visit to Hanoi must be viewed as a significant development, because it came at a time when the Covid-19 has severely impacted high-level face-to-face meetings,” Carlyle Thayer, Emeritus Professor from the University of New South Wales Canberra at the Australian Defense Force Academy, said.

HANOI — AES Corp. will sign a deal with PetroVietnam Gas GAS.HM to develop a $2.8 billion liquefied natural gas (LNG) import terminal and a power plant in Vietnam, U.S. Secretary of State Mike Pompeo said on Wednesday.

“Vietnam has given the green light to AES Corp., a company based in Virginia, to go forward with the project,” Pompeo said at a virtual Indo-Pacific Business Forum.

Rapid urbanization and economic development can intensify natural disaster risks for Vietnam’s coastline and wipe billions of dollars off its economic growth over the next decade.

A report released Wednesday notes that Vietnam’s coastline, despite being among the most exposed to natural hazards like storms, floods and erosion, also hosts thriving economic sectors that provide livelihoods for a growing and rapidly urbanizing population.

The report, titled “Resilient Shores,” is a collaboration between the Vietnamese government, the World Bank and the Global Facility for Disaster Reduction and Recovery.

China on Thursday signed an agreement with the Mekong River Commission (MRC) to share year-round data on the flow of its portion of the vital waterway.

The move came amid concern that Chinese dams may be causing drought downstream in Southeast Asia.

A push for more data from China’s portion of the Mekong River – which Beijing calls the Lancang River – intensified this year after U.S. government criticism that 11 Chinese dams were “hoarding” water and hurting livelihoods downstream, an accusation Beijing denies.

Floods, landslides take 102 lives in central Vietnam

The number of deaths caused by flooding and landslides in central Vietnam rose to 102 Monday night, with 26 still missing.

The Central Steering Committee for Natural Disaster Prevention and Control says the three provinces with the highest loss of lives are Quang Tri with 48 people, Thua Thien-Hue with 27 and Quang Nam with 11.

As of 4 p.m. Monday, Ha Tinh, Quang Binh and Quang Tri provinces had 166,780 households submerged in floodwaters, and 28,900 households with 90,900 residents had been evacuated.
