Vietnam encourages diaspora to embrace language and culture in ‘soft power’ push

When Dannie Doan moved to the United States at age 13 with her family, she refrained from speaking in her native language even though Texas had a large Vietnamese community.

Newly-arrived immigrants felt intense pressure to assimilate and learn “perfect English”, she said.

“There’s also a layer of discrimination if you speak a foreign language in public,” added Doan, who is now 31 and works as a climate adaptation professional. “Those incidents of white people yelling ‘Speak English’ isn’t that uncommon.”

Trong khoản tiền ước tính 4,5 tỉ USD thất thoát từ quỹ 1MDB khiến cựu thủ tướng Malaysia Najib Razak vừa bị tuyên án 12 năm tù, có cả phần tiền được để làm bộ phim Hollywood The Wolf of Wall Street (với sự góp mặt của tài tử Leonardo DiCaprio) về… lừa đảo trong thế giới tài chính. 

Phần lớn khoản tiền đó, vốn nhiều hơn toàn bộ ngân quỹ hằng năm của một nửa các chính quyền trên thế giới, được giới lãnh đạo quỹ này, cá nhân và gia đình ông Najib, vung vào du thuyền, bài bạc, và cả một chiếc vòng đeo cổ kim cương giá 23 triệu USD.

Ukrainian Forces Make Sweeping Gains in Country’s Northeast

Ukraine’s military has recaptured (FT) 3,000 square kilometers (1,158 square miles) of Russia-held territories in the Kharkiv region this month following a weekend blitz. The new counteroffensive struck the military’s strongest blow to Russian forces since repelling them from Kyiv in March. Russia’s defense ministry acknowledged the losses (BBC) of several cities in the region. Kyiv warned of Russian retaliation, and Russian air strikes hit Ukraine’s second-largest thermal power plant last night.

Ukrainian Foreign Minister Dmytro Kuleba said the advances demonstrated the effect of Western military support in the war. Separately, the Russia-occupied Zaporizhzhia nuclear power plant was shut down (AP) yesterday to avoid the risk of a nuclear disaster.

TTCT – Bao nhiêu người trong số chúng ta từng tự hỏi hiệu quả của việc cho tiền một người ăn xin ngoài đường là gì? Chúng ta thường cho tiền vì lòng trắc ẩn, vì chứng kiến bi kịch của những người kém may mắn hơn mình. Và chúng ta thường sẽ quên ngay, không mấy ai nghĩ liệu cuộc sống của những người mà mình cho tiền có thay đổi chút nào hay không.

Trợ giúp thực phẩm cho các nước nghèo có thể gây nên xung đột hay không từng là câu hỏi mà tổ chức NGO lớn như Oxfam phải đặt ra.

Câu chuyện xóa đói giảm nghèo trong nhiều thập kỷ trước đây ít nhiều có màu sắc tương tự. Các quốc gia phát triển, thông qua các gói viện trợ trực tiếp cấp nhà nước, hoặc thông qua các tổ chức dân sự, phi chính phủ (NGO), các tổ chức tôn giáo… đã bơm một lượng tiền rất lớn vào các nước đang phát triển với mục tiêu xóa đói giảm nghèo.

Tuy nhiên, làm thế nào để xóa, xóa như thế nào, chi tiền cách nào là hiệu quả nhất, giúp cải thiện được đời sống người nghèo tốt nhất và bền vững nhất… là những câu hỏi bị bỏ quên, hoặc không có câu trả lời thực sự chính xác. 

Vì thế, trong rất nhiều tình huống, tiền xóa đói giảm nghèo giải ngân ra được sử dụng không hiệu quả, phí phạm, và ít nhiều giống như câu thành ngữ Việt Nam “ném tiền qua cửa sổ”.

UK’s King Charles III to Address Nation as World Mourns Queen Elizabeth II

The United Kingdom (UK) began a period of mourning (FT) after Queen Elizabeth II died yesterday. Preparations for her funeral have halted parts of British public life, including sports games and the Bank of England’s monetary policy meeting. Meanwhile, tributes from world leaders have poured in (The Guardian). U.S. President Joe Biden called the queen “a source of comfort and pride for generations of Britons,” while Indian Prime Minister Narendra Modi said she “personified dignity and decency in public life.” 

Queen Elizabeth’s son King Charles III will address the UK today and is expected to hold an audience with Liz Truss, who became the country’s prime minister three days ago. His official accession to the throne and proclamation as a monarch are expected tomorrow.

TTCT – Theo trí nhớ và hiểu biết của người viết, siêu thị đúng nghĩa đầu tiên ở nước Việt Nam thống nhất ra đời vào năm 1997 – góc ngã ba Vũng Tàu với cái tên Tây: Siêu thị Cora. Lần đầu tiên người Việt Nam được đứng trong một không gian tràn ngập hàng hóa, sáng choang và mát lạnh.

Trong ký ức người dân Đông Nam Bộ thời đấy có hình ảnh chờ đợi rất lâu mới chen chân được vào Cora, chỉ để mua cái bánh mì dài, ăn nho trên kệ trái cây và đổi dép lê lấy xăngđan đi về giả vờ quên trả tiền. 

Nhiều người vẫn thắc mắc mãi người mở cửa kính núp ở đâu mà khi mình bước vào, cửa lại được mở ra rất đúng nhịp.

Biểu tượng về giấc mơ giàu sang kiểu Việt Nam điển hình nhất có lẽ là công ty từng đấu giá suýt thành công 2,4 tỉ đồng một mét đất ở khu đô thị mới Thủ Thiêm. 

Những dự án của công ty này đều hướng đến giá trị tinh hoa châu Âu thời Louis XIV – ông vua mặt trời vĩ đại của Pháp quốc – với những cái tên: D’. Palais De Louis, D’. Le Roi Soleil, D’. El Dorado… đi kèm thông điệp kiểu: “…công trình mang vẻ đẹp vua chúa với kiến trúc tân cổ điển Pháp tinh xảo đến từng đường nét”. 

Công ty này đang bị cáo buộc lừa đảo khách hàng với con số huy động trái phiếu chui lên đến 10.000 tỉ đồng.

Những người mua trái phiếu đang căng băngrôn kêu gọi Nhà nước can thiệp giúp họ lấy lại số tiền đã lỡ cho công ty vay dưới hình thức mua trái phiếu “hai không” (không tài sản đảm bảo, không ngân hàng bảo lãnh) với lãi suất hứa hẹn lên đến 12%/năm. 

Giấc mơ kiếm tiền nhanh đã bị một giấc mơ kiếm tiền siêu nhanh khác đè bẹp. Kẻ mất tiền còn người kia thì đang bị truy tố.

Losing Momentum and Passing Opportunities in the U.S.-Vietnam Relationship

In 2023, the United States and Vietnam will celebrate the 10th anniversary of their comprehensive partnership. The occasion will provide a window of opportunity to elevate the relationship to a strategic partnership. However, there are signs that Washington and Hanoi are losing momentum in bilateral security cooperation and passing opportunities to make necessary preparations for the upgrade to happen.

During his nomination hearing before the U.S. Senate Committee on Foreign Relations, Ambassador Marc Knapper stated that, if confirmed, he would prioritize deepening the United States’ strategic relationship with Vietnam. He would take steps to raise the current comprehensive partnership to a strategic partnership by “strengthening even further our security relationship,” “deepening our economic partnership,” and “deepening our people-to-people ties.”

Với những người nhập cư trên 20 năm như tôi, tức từng chứng kiến người Sài Gòn xuống đường chỉ để đi vòng vèo Lê Lợi – Đồng Khởi thời bóng đá Việt Nam mới thành á quân SEA Games, hay chen chúc ở đường Nguyễn Huệ nhân lễ Sài Gòn 300 năm để được xem ca nhạc và trình diễn thời trang miễn phí cả tuần, thì các biểu tượng vật chất của Sài Gòn lần lượt thay đổi theo… chiều cao của các tòa nhà.

The last Soviet leader, Mikhail Gorbachev, came to power in 1985 determined to transform a stagnant Soviet Union into a dynamic, prosperous, and powerful socialist country; he never developed a coherent, concrete plan to do that. Rather, he improvised as the political and economic ground shifted around him. That rattled the hard-liners who thought he was destroying the Soviet Union and dismayed the reformers who feared he was moving too slowly to save the country. After six years, the hard-liners had enough: They failed to oust him in an ill-conceived coup attempt in August 1991, but wounded him sufficiently so that the reformers could ease him out of power at the end of that year—as the country he sought to revive collapsed, and a new Russia emerged.
