ILO – Lao động giúp việc gia đình đóng góp quan trọng cho xã hội, cung cấp dịch vụ chăm sóc thiết yếu cho gia đình và hộ gia đình, nhưng họ vẫn chưa được đánh giá đúng mức.

GENEVA ‒ Theo một báo cáo mới của Tổ chức Lao động Quốc tế (ILO), chỉ có 6% lao động giúp việc gia đình trên toàn thế giới được tiếp cận an sinh xã hội toàn diện.

Điều này đồng nghĩa với việc hơn 94% trong số họ không được tiếp cận đầy đủ các cơ chế bảo vệ, bao gồm chế độ liên quan đến chăm sóc y tế, ốm đau, thất nghiệp, tuổi già, tai nạn nghề nghiệp, gia đình, thai sản, thương tật và tử tuất.

Putin Escalates Russian War Efforts With New Troop Mobilization ”

Russian President Vladimir Putin announced a new mobilization of troops (FT) to fight in Ukraine in a televised address today. Three hundred thousand reservists will be called up to fight, Russia’s defense minister said. Putin also hinted at his willingness to use nuclear weapons, saying Russia “will use all the means at its disposal” if its territorial integrity is threatened. 

In addition, Putin voiced support for referendums that would let Russia illegally annex four occupied regions of Ukraine. The votes could happen as soon as this weekend. Yesterday, the Russian parliament increased penalties (RFE/RL) for soldiers who surrender or refuse to fight and used the words “mobilization” and “martial law” to describe the conflict in Ukraine for the first time. 
Analysis

“Mobilization…would radically upset the Kremlin’s careful management of the war at home. Dramatically increasing Russia’s manpower might seem a logical choice for a country with a population that is three times the size of Ukraine’s, but the war’s popularity has depended on it being far away,” the German Marshall Fund of the United States’ Liana Fix and Michael Kimmage write for Foreign Affairs. 

“If the Kremlin’s annexation gambit fails to stop the fighting and support to Ukraine, the Kremlin will need to lash out to show it is serious. That means escalation that could come in different forms,” the RAND Corporation’s Dara Massicot tweets.

Với mức lương hưu từ 2-4,5 triệu đồng mỗi tháng, nhiều người ngoài 60 tuổi vẫn phải làm thêm các công việc khác để có thêm thu nhập. Họ mong lương hưu được hưởng ít nhất bằng mức lương tối thiểu.

Ông Lê Viết Hưởng, 61 tuổi, trú tại xã Vũ Vinh, huyện Vũ Thư, tỉnh Thái Bình hiện đang được hưởng mức lương hưu 2,3 triệu đồng/tháng. Mức lương này đang thấp hơn mức lương tối thiểu vùng đang áp dụng trên địa bàn huyện Vũ Thư (mức 3.070.000 đồng/tháng). Với số tiền hưu nhận được, ông Hưởng sống khá chật vật, nhất là khi tuổi già, sức khoẻ suy giảm.

UN General Assembly Weighs ‘Interconnected Crises’

World leaders begin their annual addresses (NYT) to the UN General Assembly (UNGA) in New York today amid what the United Nations has described (Al Jazeera) as time of “complex and interconnected crises.” This year’s session will focus on the war in Ukraine and climate change. In addition, Western governments are expected to urge Iran to commit to rejoining the 2015 nuclear deal. The leaders of China, India, Ethiopia, and Russia will not attend. U.S. President Joe Biden will speak tomorrow. 

The United States, African Union, and European Union (EU) will hold a conference today to discuss food insecurity and rising prices. On Thursday, the UN Security Council is due to hold a session on the topic of Ukraine and impunity. UN Secretary-General António Guterres said last week that he doesn’t expect dialogue (NPR) between Russian and Ukrainian delegations.

5 năm, toàn quốc xảy ra hơn 17.000 vụ cháy, 45% do sự cố thiết bị điện

5 năm qua, toàn quốc xảy ra 17.055 vụ cháy làm chết 433 người, bị thương 790 người, thiệt hại tài sản ước tính trên 7 nghìn tỉ đồng và trên 7.500 ha rừng. Nguyên nhân chủ yếu là do sự cố về hệ thống, sự cố về thiết bị điện, chiếm khoảng 45%.

Hơn 17.000 vụ cháy, 433 người thiệt mạng

Tại Hội nghị về công tác phòng cháy, chữa cháy và sơ kết 5 năm thực hiện Nghị định 83/2017/NĐ-CP quy định công tác cứu nạn, cứu hộ của lực lượng phòng cháy, chữa cháy diễn ra sáng nay (12.9), Thiếu tướng Nguyễn Văn Long – Thứ trưởng Bộ Công an đã có báo cáo đánh giá về công tác này trong 5 năm qua.

Biden Again Says U.S. Military Would Defend Taiwan

In an interview with 60 Minutes that aired yesterday, U.S. President Joe Biden said that if China were to invade Taiwan, U.S. military forces would come to the island’s defense. It is at least the fourth time (NBC) that Biden has publicly made comments appearing to contradict the U.S. policy of “strategic ambiguity” toward Taiwan, though the White House later said U.S. policy has not changed. The long-standing policy deliberately leaves unanswered the question of whether the United States would defend the island.  China’s foreign ministry said it lodged a complaint (Reuters) with the United States. A ministry spokesperson said Beijing “will not tolerate any activities aimed at [Taiwan’s] secession.”

TTCT – Không chỉ chuyên gia người Anh Howard Limbert mới còn nguyên vẹn ký ức lần đầu tiên đến Quảng Bình khảo sát hang động tròn 30 năm trước (TTCT số 10-2020). PGS Vũ Văn Phái, nguyên chủ nhiệm bộ môn địa mạo, khoa địa lý Trường ĐH Khoa học tự nhiên – ĐH Quốc gia Hà Nội, cũng nhớ rất nhiều kỷ niệm đẹp khi lần đầu gặp gỡ và sau đó đồng hành với nhóm ông Howard trong suốt 20 năm tiếp theo.

BEIJING, Sept 15 (Reuters) – China said on Thursday that it had lodged “solemn representations” with the United States, after a U.S. Senate panel advanced legislation that would enhance U.S. military support for Taiwan.

If the bill continues to go forward, it would affect U.S.-China relations, Mao Ning, a foreign ministry spokesperson, said at a regular media briefing.

CPI 2021 for Asia Pacific: Grand corruption and lack of freedoms holding back progress

While countries in Asia Pacific have made great strides in controlling bribery for public services, an average score of 45 out of 100 on the 2021 Corruption Perceptions Index (CPI) shows much more needs to be done to solve the region’s corruption problems.

Some higher-scoring countries are even experiencing a decline as governments fail to address grand corruption, uphold rights and consult citizens.

The top performers in Asia Pacific are New Zealand (CPI score: 88), Singapore (85) and Hong Kong (76). However, most countries sit firmly below the global average of 43. This includes three countries with some of the lowest scores in the world: Cambodia (23), Afghanistan (16) and North Korea (16).

Among those with weak scores are some of the world’s most populous countries, such as China (45) and India (40), and other large economies such as Indonesia (38), Pakistan (28) and Bangladesh (26). A concerning trend across some of these nations is a weakening of anti-corruption institutions or, in some cases, absence of an agency to coordinate action against corruption.

Khoảng năm 1998, ở Đồng Nai có chiến dịch kiểm tra lý lịch của nhân viên ở Khu công nghiệp Biên Hòa 2. Nhiều công nhân, nhân viên văn phòng các công ty Nhật Bản bị phát hiện làm giả chứng minh nhân dân, khai man tên tuổi và bằng cấp. Nguy cơ bị đuổi việc là hiển hiện theo quy định của pháp luật và nội quy công ty. 

Nhiều người phải xin nghỉ phép để về quê hoàn thành các giấy tờ nhân thân và chứng minh bằng cấp. Người viết nằm trong trường hợp đấy. Khi lên xin phép cấp trưởng phòng người Nhật thì nhận được câu trả lời: quy định của pháp luật thì nên làm đúng, còn bằng cấp thì sau chừng đấy thời gian làm việc, ông không quan tâm nhân viên thực sự có tốt nghiệp đại học hay chưa, và nếu chưa có thì ông có thể nói giúp phòng nhân sự là bỏ qua việc phải đáp ứng yêu cầu đấy.

Crimes against humanity and war crimes have intensified in the wake of the February 2021 military coup in Myanmar, the UN Human Rights Council heard on Monday. 

The Geneva-based body was briefed by Nicholas Koumjian, Head of the Independent Investigative Mechanism for Myanmar (IIMM), who presented its latest report. 

The Mechanism was established by the Council to collect and preserve evidence of the most serious international crimes in the country.

EU’s Von der Leyen Proposes Energy Market Reforms to Address High CostsIn her annual state of the union address, European Commission President Ursula von der Leyen pledged sweeping efforts (Politico) to reduce energy prices that have soared amid Russia’s war in Ukraine. The proposed plan, which requires approval from European Union (EU) member states, includes new taxes on energy companies and “comprehensive reform” of the EU’s electricity market.
Von der Leyen said she aims for the taxes on energy firms to raise $140 billion (Reuters) for European governments to disburse to citizens. She also pledged to work to ensure that Ukraine has “seamless access” to the EU’s single market. European leaders are scheduled to discuss the proposals at the end of the month.

TTCT – Hệ thống trường nghề đào tạo kép của Đức đã qua mấy trăm năm thử thách, được cho là đảm bảo tính sát thực tế, các doanh nghiệp tham gia đào tạo không “lỗ” khi trả lương cho học sinh, và cả xã hội cũng có lợi.

Ngày còn sống ở nước ngoài, tôi có đứa cháu đỡ đầu xinh như thiên thần, mắt xanh, tóc vàng, và sáng dạ lạ thường, luôn miệng hát líu lo, chỉ có cái tật là vào lớp 1 vẫn còn mút tay khi ngủ. Lúc mời mẹ tôi sang thăm thì bà yêu nó lắm. 

Chơi với nó có mấy bữa mà về nhà cả chục năm vẫn hay hỏi thằng bé giờ học hành ra sao, lớn chừng nào, còn mút tay không, con một là hay được chiều chuộng quá đáng lắm…

Bẵng đi ít lâu, tôi kể cho mẹ nghe, bố mẹ thằng Stefan mới báo tin nó tốt nghiệp phổ thông rồi, đi học và ở ký túc xá xa nhà mà tự lập lắm. Mẹ tôi hỏi ngay, nó học ngành gì, rồi bà rơm rớm nước mắt…
