Excellencies,

Together with Ms. Jasminka Džumhur and Mr. Pablo de Greiff, I will present an update on the progress of the work of the Independent International Commission of Inquiry on Ukraine, in conformity with this Council’s resolution 49/1, adopted in March 2022.

Last time the Commissioners were present at the Human Rights Council was in May this year. The Council then requested the Commission, in resolution S-34/1, to address events that took place in late February and March 2022 in the areas of Kyiv, Chernihiv, Kharkiv and Sumy, and to brief the Council on the progress of that inquiry as part of its oral update in September. Consequently, we have so far mainly focused on events in those four regions.

How Russian timber bypasses U.S. sanctions by way of Vietnam

HO CHI MINH CITY, Vietnam — Russian birch wood has continued to flow to American consumers, disguised as Asian products, despite U.S. economic sanctions imposed on Russia over its invasion of Ukraine, a new report says.

The Environmental Investigation Agency (EIA), a nonprofit watchdog group based in Britain, has found that most birch products currently being exported from Vietnam to the United States originate in Russia. According to Vietnam customs data, roughly 40,000 cubic meters of birch wood is transported every month from Russia andChina into Vietnam, where it’s assembled into furniture and plywood.

The illegal referenda that Russia held in Ukraine and the purported annexations of Ukrainian territory by force are a violation of the UN Charter and international law. They change nothing about the status and borders of Ukraine. That is the firmly-held conviction of the United States. This is the firmly-held conviction of the Secretary-General. And as you saw just now, that is the conviction of the Security Council – besides, of course, Russia.

Vietnam preparing rules to limit news posts on social media accounts – sources

SINGAPORE/HANOI, Sept 28 (Reuters) – Vietnam is preparing new rules to limit which social media accounts can post news-related content, three people familiar with the matter said, as authorities tighten their control over news and information sources in the country.

The rules, expected to be announced by the year-end and with details yet to be hammered out, would establish a legal basis for controlling news dissemination on platforms like Facebook and YouTube while placing a significant moderation burden on platform providers, two of the sources added.

AS if communist China was not already doing enough to degrade the rest of the world’s quality of life for its own gain, recent news from South and Central America further reinforces the impression that its rapaciousness knows no bounds. China’s Southeast Asian neighbors, particularly the Philippines, are already familiar with the Red Menace’s greediness when it comes to marine resources, but on the other side of the world, a massive, well-organized, industrial-scale effort to carry out illegal fishing on both sides of Latin America is threatening to wipe out fish stocks for a dozen countries.

We, the G7 Foreign Ministers of Canada, France, Germany, Italy, Japan, the United Kingdom, the United States of America, and the High Representative of the European Union, are united in our condemnation in the strongest possible terms of Russia’s war of aggression against Ukraine and its continued violations of Ukraine’s sovereignty, territorial integrity, and Independence.

President Putin’s efforts to incorporate Donetsk, Luhansk, Kherson and Zaporizhzhya regions into the territory of the Russian Federation constitute a new low point in Russia’s blatant flouting of international law, and yet another example of Russia’s unacceptable violations of Ukraine’s sovereignty, the UN Charter, and the commonly agreed principles and commitments of the Helsinki Final Act and the Paris Charter.

When we dive into the colonial history of Southeast Asia, things can get rather messy in terms of the way important events and the stories of significant figures are retold.

Looking at Malaysia, for example, brings about a whole library’s worth of history that simply can’t be told in one sitting. However, one such remnant of Malaysia’s past has come back to haunt the Southeast Asian nation.

More specifically, arbitration awards allegedly owed to the heirs of the last Sultan of Sulu, who in the 19th century reigned over parts of what is today the Philippines, the state of Sabah (Malaysia), as well as North and East Kalimantan (Indonesia).

Putin Announces Plan to Annex Four Ukrainian Regions

Russian President Vladimir Putin will sign a decree to annex (FT) the Ukrainian regions of Donetsk, Luhansk, Kherson, and Zaporizhzhia tomorrow, a Kremlin spokesperson said. This major escalation in the war in Ukraine comes after Moscow orchestrated votes, widely denounced as a sham, for the regions to join Russia. The regions compose some 15 percent of Ukrainian territory.
Russia’s annexation will be the largest forceful takeover of European territory since World War II, according to the Financial Times. The United States and European Union plan to impose new sanctions over the annexation, Reuters reported. Yesterday, military leaders from over forty countries met in Brussels (NYT) to plan long-term military support for Ukraine.

Giữa tháng 9, chị Hồng ngồi trong nhà hai gian lợp tôn, choáng váng khi thấy ảnh con gái trên mạng xã hội đi xe xịn, mặc đồ hiệu, giới thiệu mình là con đại gia.

Hải Hà, con gái chị Nguyễn Thị Hồng (47 tuổi, ở Bắc Giang) rời quê ra Hà Nội, rồi vào TP HCM kiếm sống cách đây 7-8 năm. Thi thoảng, cô gọi về cho mẹ, nói mở quán bán cà phê, hoa quả, nhưng không làm ăn được nên chẳng có tiền gửi mẹ. Chị Hồng không kết nối với tài khoản Facebook của con gái nên hoàn toàn không biết cô xây dựng hình ảnh “là người học thức, có bố là Việt kiều”, dù cô chưa học hết cấp 2. Hà thường xuất hiện bên siêu xe, mặc đồ thương hiệu nổi tiếng, ăn trong nhà hàng sang trọng.

“Tôi sốc nặng, mất ăn mất ngủ mấy đêm liền. Tôi không hiểu vì sao con mình lại trở nên như vậy”, người mẹ nông dân, nói.

The Roots of Cambodia’s Actions against Illegal Vietnamese Immigrants

Since 2015, the Cambodian government has been addressing the politically and diplomatically sensitive issue of illegal Vietnamese immigrants through methods such as documentation, deportation, eviction, relocation and registration. EXECUTIVE SUMMARY

  • Since 2015, the Cambodian government has been addressing the politically and diplomatically sensitive issue of illegal Vietnamese immigrants through methods such as documentation, deportation, eviction, relocation and registration.
  • These actions are the ruling Cambodian People’s Party’s response to the opposition Cambodia National Rescue Party’s successful politicisation of anti-Vietnamese sentiments among Cambodian voters.
  • The Cambodian government’s Vietnamese immigrant policies also serve the ecological development goal of improving Cambodian water systems, as well as beautifying and developing its urban areas.
  • Given Cambodia’s asymmetrical power relationship with Vietnam and the sensitive issue of illegal Vietnamese immigrants, the closer bond between Cambodia and China serves as an enabling factor for the Cambodian government in adopting tougher policies.
  • The Cambodian government’s measures will however neither reduce the fear held by many Cambodians of Vietnamese domination nor will they alleviate the potential diplomatic fallout.

Moscow Admits to Problems in Military Mobilization as Russians Protest, Flee Draft

Kremlin spokesperson Dmitry Peskov has admitted to errors (NYT) in Russia’s ongoing military draft as protests against it erupt nationwide and men flee the country by the tens of thousands. While Moscow originally said only men with military experience would be required to fight in Ukraine, draft officers have attempted to conscript (FT) a broader group. Peskov blamed local officials for the problems. 
Ethnic minorities appear to be disproportionately targeted (Moscow Times) in the draft. Yesterday, a man shot and wounded a recruitment officer at a draft office in Siberia. Since last Wednesday, an estimated 261,000 men have fled the country, independent Russian newspaper Novaya Gazeta reported, citing official sources.

Mấy ngày nay báo chí trong nước đưa nhiều bản tin “Thể thao Việt Nam rúng động vì doping”, “Án phạt nặng chờ 6 VĐV…”, “Dính doping, VĐV Việt Nam bị tước huy chương SEA Games 31″… 

Thật ra, mình cũng chả muốn bàn gì bởi cái sự “đương nhiên” của sự cố thể thao này, nhưng một ông anh alô bảo: “Các bạn làm khoa học thể thao mà không nói gì về chuyện này thì kỳ quá. Cần phải nói chút gì đó để xã hội hiểu đúng về doping và hiện trạng thể thao của mình chứ”. Nên mình mạn phép có vài ý chia sẻ cùng cộng đồng.
