If you are the president of a company, and you ask one of your managers why the production of his group is so low, and he answers that is because the employees in his group are a bunch of lazy and irresponsible guys, would you still keep this manager in your company?
In the following article, this Mr. Hoang Van Manh, deputy director of Hanoi’s department of transportation, more than once, blamed “the irresponsibility of the people” fỏ the traffic jams of Hanoi.
The government’s job is to make people responsible, by education, by putting up signs, by ticketing, by fining, by policing, by whatever. But, traffic jams (except for those cause by accidents or other unexpected causes) are Department of Transportation’s responsibility.
Many government official have the immature habit of blaming the people for the problems within the responsibility of the officials themselves. That is unacceptable.
People are the boss. Dân làm chủ. Government officials are the servants. Quan chức nhà nước là người phục vu. Government serves the people. In no place in the world, including Vietnam, we hear “Government scolds the people.”
But government officials, like this Mr. Manh, do scold people, their BOSS, so often. That is irresponsible for not taking responsibility for problems within their job. That is also disrespectful to the People.
(A plain citizen can blame the people, a government official cannot).
Can we just replace the bullies by the real servants?
