At a working session with Deputy PM Trinh Dinh Dung, local officials in the Mekong Delta asked for the right to exploit sand on a riverbed without consulting with local residents.

Under current law, to collect minerals, individuals and organizations must submit reports on the possible impact on the environment, and to dredge passage, they must consult with the local community.

Hosting of APEC 2017 reflects VN’s int’l stature: Deputy PM

HÀ NỘI — Hosting events of the Asia-Pacific Economic Cooperation (APEC) forum demonstrates the strategic diplomatic vision and growing stature of Việt Nam on the world stage, according to Deputy Prime Minister and Foreign Minister Phạm Bình Minh.

In a recent article published by muliple local media outlets, Minh, also Chairman of the APEC 2017 National Committee, wrote that APEC Year 2017 would be a critical opportunity for Việt Nam to affirm its diplomatic wisdom, especially in multilateral external activities, amid strong efforts to integrate internationally.

Vietnam makes bold move for oil in disputed South China Sea

Vietnam has allowed a drillship in a contested part of the South China Sea, according to an industry consultant who spoke to the BBC.

The drillship, Deepsea Metro I, on contract to Talisman-Vietnam, a unit of Talisman Energy—which Spanish Repsol bought back in 2015—is drilling about 250 miles from the Vietnamese coast.

The move is a bold one, because the block where Deepsea Metro I is drilling—called Block 136-03 by Vietnam and Wan-an Bei 21 by China—has already been leased to a company by Beijing – Hong Kong-based Brightoil, which has close ties to the Chinese government. Over the last three years, Hanoi denied Talisman-Vietnam a license to drill in the block in a bid to avoid antagonizing China, but it seems things have since changed.

14 ex-officials prosecuted for Đồng Tâm land violations

HÀ NỘI — Mỹ Đức District Police in Hà Nội on Tuesday announced they were prosecuting 14 former officials of the district and of Đồng Tâm Commune.The officials were allegedly involved in land violations in the commune.

The accused will appear in court this month, facing charges of “abusing power while on duty” and “irresponsibility causing serious consequence.”

Times Higher Education has launched its first Asia-Pacific University Ranking 2017 to reflect the region’s growing strength in the higher education sector.

THE’s Asia-Pacific University Ranking 2017 analysed universities across 38 nations in East Asia, Southeast Asia and Oceania. The overall ranking features just over 200 universities from 13 different nations.
