Here, for many people, the definition of ‘Americanness’ is color.” Reflecting on efforts — largely by White men — to define themselves by sustaining that poisonous definition, Morrison argues that those “who are prepared to abandon their humanity out of fear of black men and women, suggest the true horror of lost status.”

The biggest announcement from President Joe Biden’s trip to Asia may be the one that got the least attention. The Quad, a grouping consisting of Australia, India, Japan, and the United States, has just announced a maritime domain awareness partnership that will provide a new stream of data from commercial satellites to countries across the Indo-Pacific. This is a substantial addition to the Quad’s agenda and one of its most promising initiatives to date. Critically, it satisfies the desire of most regional partners for the Quad to provide public goods and address the needs of smaller states in and the Indian Ocean, Southeast Asia, and the Pacific Islands. Looking through the photos of the 2,884 inmates in the Xinjiang Police Files is not for the faint of heart. You scroll – as you would on Instagram – past face after face of a people unjustly detained by the Chinese government for no other reason than that they are Uyghur.
The first thing I noticed in the photos were their eyes. Some look bewildered, others determined, others tear-filled, others entirely blank.

People enjoy beer at a Hanoi restaurant. Photo by ReutersTran Van Minh of HCMC says he has “a knack for drinking” and feels “uneasy” if he does not drink for two or three days.
The factory worker claims he is not an alcoholic though he goes out drinking several times a week and consumes around a dozen cans of beer each time or the equivalent in hard liquor.
“Like many others, I drink because it helps me forget my problems.”
Often he blacks out after getting too drunk and wakes up the next day without remembering what happened.
Minh is one of many Vietnamese men who claim they cannot survive without drinking alcohol.
Sugar contraband illicitly brought into Vietnam from Thailand is increasing, adding an additional burden to the country’s struggling sugarcane enterprises:

On any given day, smugglers pile bags of sugar near the banks of the Mekong River in Cambodia.
After piling it into boats, they then ferry the sweetener into Vietnam’s southwestern provinces, awaited by motorbike drivers who evade custom officials to drop off the commodity at storehouses.
In other cases, smuggling outfits mix the illicit sweetener with sugar produced in Vietnam, or change labels to prevent detection of the bootlegged good. Smugglers have also been known to send Vietnamese packaging to Cambodia to disguise sugar before the contraband is taken across the border.

Australia’s election: Quad continuity and climate alignment, with nuclear disagreements
Sworn-in as Australia’s new prime minister, within hours Anthony Albanese was flying to Japan for the summit of the Quadrilateral Security Dialogue (“Quad”).
An accident of timing—the May 24 summit following Australia’s May 21 election—offered the leader of the Australian Labor Party plenty of flying-start symbolism.
Departing Canberra for Tokyo, Albanese said the “message to the world” was that Australia had a new government that would lift policy on climate change, while emphasizing foreign policy continuity and the value of “friendships and long-time alliances.”

The U.S. approach—called “invest, align, compete”—hinges on efforts to invest in domestic sources of strength, align with allies and partners, and compete with China on issues such as technological innovation. Blinken reiterated that the U.S. strategy toward Taiwan is unchanged, and that Washington seeks to engage and cooperate with China where possible, especially on climate change. Officials said President Biden could hold a phone call (Politico) with Chinese President Xi Jinping within weeks. |

We sat this one out, but our warning from Davos 2020 on how corruption eats away at democracy still rings true.

In Tokyo on May 23, President Biden announced the formation of the Indo-Pacific Economic Framework for Prosperity (IPEF). The framework will bring together the United States and a dozen other Indo-Pacific countries. The agreement will cover both traditional and digital trade standards, decarbonization and infrastructure, supply chain resiliency, taxation, and anti-corruption.
