Vietnam is striving towards boosting the disbursement and use of ODA and concessional loans as both have become issues in recent times.

Official development assistance (ODA) and concessional loans to Vietnam are expected to fall and eventually come to an end within the next five years, resulting in a shortage of preferential long-term credit resources for investment. This requires the country develop a new approach to management and use, as ODA is considered one of the major resources for economic development, Deputy Prime Minister Vuong Dinh Hue told a Ministry of Planning and Investment (MPI) conference in mid-July.

Mekong Delta at its beautiful best during flood season

VNE – By Huynh Phuong   September 29, 2019 | 12:40 pm GMT+7

Photographer Pham Huy Trung went to the Mekong Delta during the annual flooding season, and these are what caught his eye.

Unlike in central Vietnam where severe floods often result in death and destruction, the flooding season in the Mekong Delta is seen as a gift from heaven that brings tons of fish into the paddy fields along with alluvial deposits to fertilize the next crop. It usually lasts from July until the end of November.

Farmers wade into a flooded field in the Mekong Delta province of Dong Thap to harvest water chestnut, an aquatic vegetable that grows in marshes under water. Water chestnut is grown in many countries for its edible corm, and it is a common ingredient in Chinese dishes such as water chestnut cake.

We hear many harrowing tales of child sexual abuse.

When a case of child abuse is discovered, most condemn the perpetrator and think of how they should be punished. However, less attention is paid to the victim, and how they can continue living after such a horrific experience.

One woman is always willing to help and offer hope to sexually abused and exploited children with her enthusiasm and kindness.

World ranking’s not the point, worsening air pollution is a fact, so deal with it instead of offering excuses and explanations, Hanoians say.

When Vietnam’s capital city was, albeit momentarily, declared the most polluted one in the world Friday morning, officials scrambled to explain that it was a seasonal transition and a periodical episode.

Signaling sovereignty: Chinese patrols at contested reefs

Signaling Sovereignty: Chinese Patrols at Contested Reefs

China Coast Guard (CCG) vessels have been harassing a drilling rig operating in a Vietnamese oil and gas block near Vanguard Bank, an underwater feature in the South China Sea, since June. Meanwhile, a large contingent of CCG ships have since July been escorting the Chinese state-owned survey ship Haiyang Dizhi 8 operating off the Vietnamese coast farther north. These actions have drawn attention to the CCG’s increasing role in asserting Chinese claims over seabed resources throughout the South China Sea. They also highlight how the CCG’s access to newly-built port facilities on artificial islands in the Spratlys allows it to sustain such deployments. But less appreciated is the persistent presence the CCG maintains around several symbolically important features in the South China Sea: Luconia Shoals, Second Thomas Shoal, and Scarborough Shoal.

On a stormy Friday night, Nguyễn Thị Vân, 80 something, shivered in her worn out raincoat. Leaning against a wall on a quiet Hà Nội street, she wiped her dark and wrinkled face.

A group of young people approached her and gave her some food and a bottle of water.

“Charity food is so delicious and hot,” the woman said after eating for a while. “I long for it every Friday night. I just wonder why they are so kindhearted.”
