Security Council Press Statement on Mass Graves in Gaza
The following Security Council press statement was issued today by Council President Pedro Comissário Afonso (Mozambique):
The members of the Security Council expressed their deep concern over reports of the discovery of mass graves, in and around the Nasser and Al Shifa medical facilities in Gaza, where several hundred bodies, including women, children and older persons, were buried.
The members of the Security Council underlined the need for accountability for violations of international law and called for investigators to be allowed the unimpeded access to all locations of mass graves in Gaza to conduct immediate, independent, thorough, comprehensive, transparent and impartial investigations to establish the circumstances behind the graves.
The members of the Security Council reiterated their demand that all parties scrupulously comply with their obligations under international law, including international humanitarian law and international human rights law, in particular regarding the protection of civilians and civilian objects.
The members of the Security Council reaffirmed the importance of allowing families to know the fate and whereabouts of their missing relatives, consistent with international humanitarian law.
The members of the Security Council emphasized the imperative of all parties to immediately and fully implement resolutions 2728 (2024), 2720 (2023) and 2712 (2023).

TTCT – Dự án kênh đào Phù Nam Techo của Campuchia gây chú ý gần đây khi xuất hiện lo ngại dự án sẽ làm thay đổi dòng chính sông Mekong, tác động tới vùng lũ và sinh kế người dân Đồng bằng sông Cửu Long.

Chỉ ngắn hơn kênh đào Suez 13km, dự án 180km này dự kiến nối thủ đô Phnom Penh của Campuchia với tỉnh Kep, giáp biên giới Việt Nam.
Được coi là nỗ lực hồi sinh hệ thống sông ngòi lịch sử Campuchia, con kênh với bề rộng 100m và sâu 5,4m có thể phục vụ tàu 3.000 tấn vào mùa khô và 5.000 tấn vào mùa mưa.
Theo China Global South Project, con kênh sẽ kéo dài từ khu vực Prek Takeo của sông Mekong tới Prek Ta Ek và Prek Ta Hing của sông Bassac (sông Hậu) và đi qua bốn tỉnh Kandal, Takeo, Kampot và Kep, với ba hệ thống âu tàu, 11 cầu và 208km đường ven bờ được xây dựng bởi Tập đoàn Cầu đường Trung Quốc (CRBC) theo mô hình BOT.
Thủ tướng Campuchia Hun Manet ủng hộ mạnh mẽ dự án, và nói nó không có tác hại gì tới môi trường, đặc biệt là tới dòng Mekong đi qua nhiều nước ASEAN.
Tối 5-5, trả lời báo chí, người phát ngôn Bộ Ngoại giao Việt Nam Phạm Thu Hằng nói: “Việt Nam rất quan tâm và tôn trọng lợi ích chính đáng của Campuchia theo tinh thần của Hiệp định Mekong 1995, phù hợp với các quy định liên quan của Ủy hội sông Mekong và quan hệ láng giềng hữu nghị truyền thống giữa hai nước”.
Về dự án kênh Phù Nam Techo, bà Hằng nói Việt Nam mong “Campuchia tiếp tục phối hợp chặt chẽ với Việt Nam và các nước trong Ủy hội sông Mekong chia sẻ thông tin, đánh giá đầy đủ tác động của dự án này đối với nguồn nước, tài nguyên nước và môi trường sinh thái của khu vực tiểu vùng sông Mekong cùng các biện pháp quản lý phù hợp nhằm bảo đảm hài hòa lợi ích của các quốc gia ven sông, quản lý, sử dụng hiệu quả và bền vững nguồn nước và tài nguyên nước sông Mekong”.
The UN General Assembly convened again in New York on Friday for an emergency special session on the Gaza crisis and overwhelmingly passed a resolution which upgrades Palestine’s rights at the world body as an Observer State, without offering full membership. It urged the Security Council to give “favourable consideration” to Palestine’s request.
What does the resolution mean?
Here’s a quick recap of what this means: by adopting this resolution the General Assembly will upgrade the rights of the State of Palestine within the world body, but not the right to vote or put forward its candidature to such organs as the Security Council or the Economic and Social Council (ECOSOC).
Granting Palestinian membership requires a recommendation from the Security Council. At the same time, the Assembly determines that the State of Palestine is qualified for such status and recommends that the Security Council “reconsider the matter favourably”.
None of the upgrades in status will take effect until the new session of the Assembly opens on 10 September.
Here are some of the changes in status that Palestine will have a right to later this year:
To be seated among Member States in alphabetical order
Make statements on behalf of a group
Submit proposals and amendments and introduce them
Co-sponsor proposals and amendments, including on behalf of a group
Propose items to be included in the provisional agenda of the regular or special sessions and the right to request the inclusion of supplementary or additional items in the agenda of regular or special sessions
The right of members of the delegation of the State of Palestine to be elected as officers in the plenary and the Main Committees of the General Assembly
Full and effective participation in UN conferences and international conferences and meetings convened under the auspices of the General Assembly or, as appropriate, of other UN organs

Nhạc Blues, một dòng nhạc lớn của thế giới ngày nay, bắt nguồn từ những người da đen bị bắt từ Châu Phi (phần lớn là từ Tây Phi) sang Châu Mỹ và Châu Âu làm nô lệ. Blues là nhạc đầu tiên của nô lệ da đen ở miền Nam nước Mỹ. Blue là buồn bã, đau khổ.
Nhưng chính nhạc Blues từ từ sinh ra nhạc Ragtime ở vùng Saint Louis, tiểu bang Missouri, và Jazz ở New Orleans, tiểu bang Louisiana, và dòng nhạc Gospel (thánh ca) da đen, B&R (Blues and Rhythm), Soul, và có thể vài thể loại khác.
Bluez và Jazz là hai dòng nhạc lớn ngày nay trên thế giới. Rất nhiều nhạc ngày nay có một chút Jazz trong đó dù không là nhạc Jazz. Ai có thể nghĩ rằng những người nô lệ nghèo hèn và đau khổ đã chinh phục cả thế giới bằng âm nhạc.
Những năm gần đây các nghệ sĩ và các nhà văn hóa da đen ở Mỹ tìm lại nguồn gốc nhạc Blues của người da đen. Trong việc “về nguồn” mọi người khám phá ra là nhạc truyền thống ở vùng Tây Phi giống y hệt nhạc Blues. Tức là nhạc Blues chỉ là nhạc truyền thống Tây Phi, ở các vùng Niger, Mali… có lẽ là nguyên dãy của giống dân Tuareg ở Tây Phi. Đây là vùng người da đen bị bắt nhiều nhất để đưa sang Châu Mỹ và Châu Âu làm nô lệ thời thế kỷ 18, 19.
Chính vì vậy mà nhạc của Niger, Mali và các nước Tây Phi ngày nay được gọi là Desert Blues.
Les Filles de Illighadad (Các Nàng Illighadad) tới từ một làng hẻo lánh ở trung Niger, một quốc gia bị đất bao quanh (landlocked country) ở Tây Phi, xa trong vùng sa mạc cằn cỗi tại rìa sa mạc Sahara. Làng này chỉ có thể đến bằng chạy xe hốc hác xuyên qua sa mạc mênh mông và có rất ít cơ sở hạ tầng, không điện và không nước ống đưa đến nhà. Nhưng vùng du mục này dù thiếu thốn giàu sang vật chất lại được đền bù bằng cá tính và truyền thống mạnh mẽ. Vùng hoang dã xung quanh giúp cho cả trăm gia đình sống bằng chăn nuôi (bò, dê, lừa…), sống chung với đàn thú của mình, như mọi gia đình đã sống hằng nhiều thế kỷ.
