HO CHI MINH CITY – Vietnam got a double dose of waterway diplomacy from the United States last week.
In the north, in Hanoi, U.S. Defense Secretary Mark Esper announced Wednesday his nation would provide Vietnam with a second coast guard cutter ship to use in the South China Sea, where it has a dispute with China.

BRUSSELS – Measures to boost security – defence co-operation between Việt Nam and the European Union (EU) were discussed at their first ever security – defence dialogue held from November 19-24 in Brussels, Belgium.
At the event, both sides spoke highly of the co-operative ties in the field, saying that the establishment of the security-defence dialogue for the first time contributes to promoting mutual understanding and furthering practical and effective co-operation.

Vào năm 2012, tình trạng cấm biên ở cửa khẩu quốc tế Móng Cái diễn ra từ tháng 3 đến tháng 10, chưa bao giờ lâu đến như vậy1. Hàng ngàn container, phần lớn là hàng đông lạnh bị ách lại tại đây. Các cơ quan chức năng tìm mọi cách để đưa hàng hóa sang các lối cửa khẩu khác, nhưng chỉ giải quyết được 1/30 số hàng đang lưu kho. Ngoài ra toàn bộ các dịch vụ lo giấy tờ xuất nhập khẩu ở Móng Cái – nguồn sinh kế của nhiều người dân ở thành phố này bị đình trệ.

Daniel Kritenbrink has become the first ever U.S. ambassador to Vietnam to visit the Truong Son Cemetery for soldiers killed in the Vietnam War.
More than 10,000 Vietnamese soldiers killed during the war (1955-1975) were laid to rest in the cemetery in Gio Linh District, Quang Tri Province in central Vietnam.

After buckling in previous confrontations, Vietnam is finally facing down Chinese expansionism in its oil and gas-rich waters
Normally, Vietnam would have backed down. In July 2017 and March 2018, when China reportedly threatened military action if Vietnam did not stop oil exploration in contested areas of the South China Sea, Vietnam blinked and withdrew its vessels.
Last year, Vietnam scrapped a US$200 million oil and gas development project with Spanish energy giant Repsol situated within its own exclusive economic zone (EEZ) due to Chinese pressure. However, when a Chinese survey ship and coastguard vessels sailed last month to the contested oil-rich Vanguard Bank, which also lies well within Vietnam’s southeastern EEZ, Hanoi stood its ground.

Two sides will sign a new defense agreement on August 5, opening the way for stronger strategic cooperation including in the South China Sea

On August 5, the European Union’s (EU) chief diplomat Federica Mogherini will sign a new defense agreement with Vietnam, the first such security deal Brussels will have with a Southeast Asian nation.
It is the latest indication that the EU is trying to forge a closer defense relationship with the region and Vietnam in particular, which is at the heart of disputes with China in the South China Sea.

Japanese Defense Minister Takeshi Iwaya and his Vietnamese counterpart, Ngo Xuan Lich, met May 3 to “advance cooperation” on maritime security, Tokyo-based NHK television online said.
