The United States is scrambling to tackle the unintended consequences of its new set of export curbs on China’s chip industry that could inadvertently harm the semiconductor supply chain, people familiar with the matter have said.

Hours before the new restrictions took effect, South Korean memory chipmaker SK Hynix said the US had granted it authorisation to receive goods for its chip production facilities in China without additional licensing imposed by the new rules.

Quỹ Hòa bình và Phát triển TP.HCM (HPDF) vừa công bố Báo cáo Khảo sát thực tiễn hệ sinh thái thiện nguyện tại Việt Nam^(*) . Báo cáo được thực hiện trong bối cảnh Việt Nam đang thiếu nhận thức chung và hiểu biết cơ bản về toàn bộ hệ sinh thái thiện nguyện, trong đó có sự hiện diện đa dạng của một loạt chủ thể và các bên liên quan trải rộng khắp toàn khối cộng đồng thiện nguyện – một chuỗi các loại hình hoạt động, từ hình thức thiện truyền thống đến thể chế thiện nguyện lớn nhỏ, cho đến trách nhiệm xã hội doanh nghiệp (CSR) và thiện nguyện doanh nghiệp, đến kinh doanh vì xã hội, và đầu tư tạo tác động cho xã hội, môi trường. Điều này dẫn đến một thực tế là vai trò của khối xã hội/ phi lợi nhuận chưa được các cơ quan nhà nước và dư luận nói chung nhìn nhận một cách thích đáng như một yếu tố then chốt vào sự phát triển bền vững của Việt Nam.

The operations of Saigon Commercial Bank, which faced days of panicked customers pulling out their savings, are “stable” and some clients are now returning to deposit money, according to Vo Minh Tuan, head of the central bank’s Ho Chi Minh City branch.

“SCB’s situation has become more stable now as the number of people coming in to withdraw money has decreased,” he said by phone. The central bank on Monday issued a statement reaffirming the lender’s ability to pay depositors. 

Hundreds of bank customers rushed to branches to pull money out after police over the weekend announced the detention of Truong My Lan, chairwoman of real estate conglomerate Van Thinh Phat Holdings Group, and other company officials for allegedly obtaining property through fraudulent means. The conglomerate was believed to have ties to Saigon Commercial Bank, the nation’s fifth-largest commercial bank by deposits and assets.

SCB’s branches in the nation’s commercial hub of Ho Chi Minh City were significantly quieter Tuesday morning, with some workers saying operations were returning to normal.

Nếu lấy mốc 1897 chính quyền Pháp mở cuộc điều tra dân số đầu tiên về các tộc người vùng núi cao, từ đó Sapa được phát hiện, tính đến nay tròn 120 năm. Tôi lên đó đầu những năm 90 thế kỷ trước, rồi còn vài lần nữa, nhưng không sao nhớ nổi chuyện mỗi lần, hơn 30 năm rồi còn gì.

Reportedly, some of the countries affected include Albania, Montenegro, Madagascar, possibly Ecuador and an unnamed country in Asia.

Most countries recognise the threat of foreign political finance. In fact, 70 per cent of countries around the world ban foreign-sponsored campaign donations. To wiggle around this ban and to disguise the origin of money, China and Russia have abused the global financial system’s loopholes – including anonymous shell companies. According to a 2020 study by the German Marshall Fund of the United States, both countries have increasingly relied on such means to sway elections and interfere in other democratic processes.

A new report says Russian birch wood is routed through Asia before being shipped to American stores.

HO CHI MINH CITY, Vietnam — Russian birch wood has continued to flow to American consumers, disguised as Asian products, despite U.S. economic sanctions imposed on Russia over its invasion of Ukraine, a new report says.

The Environmental Investigation Agency (EIA), a nonprofit watchdog group based in Britain, has found that most birch products currently being exported from Vietnam to the United States originate in Russia. According to Vietnam customs data, roughly 40,000 cubic meters of birch wood is transported every month from Russia andChina into Vietnam, where it’s assembled into furniture and plywood.

SINGAPORE/HANOI, Sept 28 (Reuters) – Vietnam is preparing new rules to limit which social media accounts can post news-related content, three people familiar with the matter said, as authorities tighten their control over news and information sources in the country.

The rules, expected to be announced by the year-end and with details yet to be hammered out, would establish a legal basis for controlling news dissemination on platforms like Facebook and YouTube while placing a significant moderation burden on platform providers, two of the sources added.

Hải Hà, con gái chị Nguyễn Thị Hồng (47 tuổi, ở Bắc Giang) rời quê ra Hà Nội, rồi vào TP HCM kiếm sống cách đây 7-8 năm. Thi thoảng, cô gọi về cho mẹ, nói mở quán bán cà phê, hoa quả, nhưng không làm ăn được nên chẳng có tiền gửi mẹ. Chị Hồng không kết nối với tài khoản Facebook của con gái nên hoàn toàn không biết cô xây dựng hình ảnh “là người học thức, có bố là Việt kiều”, dù cô chưa học hết cấp 2. Hà thường xuất hiện bên siêu xe, mặc đồ thương hiệu nổi tiếng, ăn trong nhà hàng sang trọng.

“Tôi sốc nặng, mất ăn mất ngủ mấy đêm liền. Tôi không hiểu vì sao con mình lại trở nên như vậy”, người mẹ nông dân, nói.

Mức lương này đang thấp hơn mức lương tối thiểu vùng đang áp dụng trên địa bàn huyện Vũ Thư (mức 3.070.000 đồng/tháng). Với số tiền hưu nhận được, ông Hưởng sống khá chật vật, nhất là khi tuổi già, sức khoẻ suy giảm.

5 năm qua, toàn quốc xảy ra 17.055 vụ cháy làm chết 433 người, bị thương 790 người, thiệt hại tài sản ước tính trên 7 nghìn tỉ đồng và trên 7.500 ha rừng. Nguyên nhân chủ yếu là do sự cố về hệ thống, sự cố về thiết bị điện, chiếm khoảng 45%.

Hơn 17.000 vụ cháy, 433 người thiệt mạng

Tại Hội nghị về công tác phòng cháy, chữa cháy và sơ kết 5 năm thực hiện Nghị định 83/2017/NĐ-CP quy định công tác cứu nạn, cứu hộ của lực lượng phòng cháy, chữa cháy diễn ra sáng nay (12.9), Thiếu tướng Nguyễn Văn Long – Thứ trưởng Bộ Công an đã có báo cáo đánh giá về công tác này trong 5 năm qua.

Vietnam’s labor productivity last year was among the lowest in Asia despite showing growth, according to a report published on Tuesday.

Average productivity in Vietnam increased by 36 percent from VND38.64 million per worker in 2006 to VND60.73 million ($1,660 to $2,600) in 2017, according to the Vietnam Annual Economic Report 2018.

However, the level is still below Japan, South Korea, China, Singapore, Thailand, Malaysia, the Philippines, Indonesia and Cambodia, according to researchers from the Vietnam Institute for Economic and Policy.
