AMTI – For the first time since the Second World War, a Japanese naval reconnaissance plane landed on the western most Philippine island of Palawan to take part in a training exercise with the Philippine Navy (PN) from June 22 to June 26. TT – Ngày 7-7, phiên điều trần đầu tiên về vụ Philippines kiện các tuyên bố chủ quyền vô lý của Trung Quốc trên Biển Đông sẽ diễn ra tại Tòa án trọng tài thường trực (PCA) ở The Hague (Hà Lan).

Theo Reuters, phái đoàn quan chức Chính phủ Philippines và các luật sư Mỹ đã lên đường đến The Hague để tranh luận rằng PCA có quyền xử lý vụ kiện. Dẫn đầu phái đoàn của Manila là Ngoại trưởng Albert Del Rosario.

Năm 2013, chính quyền Philippines nộp đơn lên LHQ đòi khẳng định quyền khai thác trong vùng đặc quyền kinh tế (EEZ) của nước này trên Biển Đông. TTCT – Cách đây chín năm, khi TTCT lần đầu tiên giới thiệu “Ngày quốc tế quyền được biết” (International right to know day), mới chỉ có 68 quốc gia ban hành luật về quyền được thông tin (FOI). Nay đã có được 103 quốc gia, và Việt Nam có thể sẽ là quốc gia thứ 104 hay 105 ban hành luật này? (*) Luật này sẽ giúp gì cho các công dân và cả bộ máy nhà nước?

Mới chỉ có chín năm mà trên thế giới đã thêm được 35 bộ luật về quyền được thông tin, tức tăng 51% số quốc gia thực thi nghị quyết 59 ngày 14-12-1946 của Đại hội đồng Liên Hiệp Quốc tuyên cáo rằng đây là “một quyền cơ bản của con người và là nền tảng cho mọi quyền tự do”.

Rõ ràng nhân loại đang tiến hóa rất nhanh, các nhà nước đã và đang nhận chân nhu cầu “nâng cao mức hiểu biết của mỗi cá nhân về quyền được tiếp cận các thông tin do chính phủ nắm giữ, xem các quan chức được bầu lên đang hành xử như thế nào với quyền hạn của họ và xem đồng tiền của người dân đóng thuế được chi tiêu như thế nào” (theo FreedomInfo.org). Việt Nam tham gia Ngân hàng AIIB do Trung Quốc khởi xướng

(TNO) Việt Nam nằm trong số 50 nền kinh tế đã ký vào điều lệ hoạt động của Ngân hàng Phát triển hạ tầng châu Á (AIIB) do Trung Quốc khởi xướng tại buổi lễ tổ chức ở Bắc Kinh hôm nay 29.6, theo Business Standard.

Trung Quốc sẽ chiếm 30,34% cổ phần trong AIIB và giữ 26,06% quyền biểu quyết. Theo điều lệ hoạt động của AIIB, mỗi quyết định muốn thông qua đều cần một lượng phiếu thuận “siêu lớn”, lên đến 75%, Business Standard cho biết.

The World Bank has approved additional funding of US$45 million for a project to improve livestock competitiveness and food safety in some Vietnamese provinces.

 – China’s campaign of overt territorial expansion in the South China Sea constitutes an increasingly urgent strategic challenge to the United States and its security partners in Southeast Asia. Absent effective countermeasures, the predictable future for the South China Sea will include China’s piecemeal seizure of additional territory and its further deployment of naval and air assets until it has de facto control of all the South China Sea within the “nine-dash line” demarcated on Chinese maps. Both the tone and substance of South China Sea discussions in Australian policy circles has undergone an important shift in recent months. What was previously a second-tier security concern to be watched closely and engaged diplomatically, but at a safe distance, has become a heated discussion about concrete responses. Australian policymakers are as concerned as anyone about China’s breakneck land reclamation in the Spratly Islands and the threats, both legal and military, they pose to the global commons. Australian officials and thinkers are seriously considering options to contest Chinese assertiveness, in tandem with the United States and other partners, which would have seemed distant possibilities a year ago. Freebeacon – China will continue building islands in the disputed waters of the South China Sea but a major conflict in the region over the dispute is unlikely, according to a State Department security report.

Lãnh đạo các nước công nghiệp G7 đã bày tỏ sự phản đối mạnh mẽ với việc Trung Quốc cải tạo ồ ạt các đảo nhằm thay đổi hiện trạng ở Biển Đông – Kyodo ngày 8.6 dẫn lời một quan chức Nhật cho biết.

Theo Phó chánh văn phòng Nội các Nhật Hiroshige Seko, tại hội nghị, Thủ tướng Nhật Shinzo Abe đã nhắc tới những hành động của Bắc Kinh ở Biển Đông và Biển Hoa Đông. cogitasia – Philippine media went into a minor frenzy with the startling news that Manila purportedly offered Kuala Lumpur a quid pro quo in March: dropping the Philippine claim to North Borneo (Malaysia’s Sabah State) in exchange for Malaysian support for Manila’s arbitration case over the South China Sea. The media reports were quickly denied by the Philippines Department of Foreign Affairs, which noted the total absence of any reference to such a deal in the note that set off the firestorm. Recently, President Benigno Aquino III had to reiterate that his administration was not dropping the claim, prompting Malaysia to summon the Philippine Charge d’Affaires. In defense of facts in the South China Sea

AMTI – Secretary of Defense Ash Carter’s address at this weekend’s Shangri-La Dialogue was generally well received by conference attendees and Asia-security watchers. A few critics have argued that Carter was “just talk.” What none have noted, however, is the fact that the Secretary’s remarks were the latest installation in a series of moves by the administration to articulate a fact-based approach to the South China Sea. This approach is a nuanced one and does not necessarily constitute a “strategy” for countering China’s recent moves. It is, however, a wise way to engage two key audiences to whom Carter was speaking at Shangri-La: other states in the region and China itself. Let me explain.
