The US Department of Commerce has written to American suppliers of China’s biggest chip manufacturer, warning them of “unprecedented risks” that their products could be used by the Chinese military.

The letter reminds the firms they must apply for licences to ship controlled items to Shanghai-based SMIC. But it does not appear that Washington has decided whether or not to add the firm to a trade blacklist. SMIC has denied any military links. And it said it had not received any formal notice of new restrictions from the US. But the latest action caused Semiconductor Manufacturing International Corporation’s shares to drop about 7% in Hong Kong trade.

Yesterday, Secretary of State Mike Pompeo announced an important shift in U.S. declaratory policy on the South China Sea. This morning, Assistant Secretary of State David Stilwell elaborated further during remarks at CSIS’s annual South China Sea Conference. The press statement from Pompeo listed specific Chinese maritime claims the United States considers illegal. The statement marks a significant clarification of prior U.S. positions but not a radical break from past policy. It makes explicit things that had been implied by previous administrations. And in that it sets the stage for more effective diplomatic messaging and stronger responses to China’s harassment of its neighbors. U.S. partners and allies in the region were seemingly briefed in advance—the Philippine defense secretary, for instance, was ready with a positive statement within hours. And the new policy sparked excited, and often hyperbolic, coverage in the press and social media.

Tỉ như tựa đề: “Châu Âu vẫn còn quá ngây ngô trong tương quan lực lượng với Trung Quốc” của tờ Huffington Post 14-9. EU đã ngây ngô từ bao giờ, như thế nào, đến đâu, và đã thức tỉnh chưa?

Bài xã luận cùng ngày của tờ Le Monde tái khẳng định nhận xét chua chát trên: “Châu Âu nay phải trả giá cho sự ngây ngô trước Bắc Kinh”. Tờ báo hàng đầu của Pháp giải thích “không son phấn”: “Nhóm 27 nước [tức EU, sau khi Anh đã Brexit] lâu nay mù quáng thèm khát một thị trường khổng lồ, giờ phải rũ bỏ những thỏa hiệp dễ dãi không đi kèm với những điều kiện đủ khắt khe.

The Ministry of Industry and Trade wants to extend the incentive feed-in-tariff (FIT) period for wind power projects by a couple of years.

The current incentive FIT applies to projects commissioned before November 1, 2021, but the ministry will request Prime Minister Nguyen Xuan Phuc’s permission to extend it until the end of 2023, Minister Tran Tuan Anh said at a recent meeting.

The current 20-year incentive feed-in tariff, which was approved in September 2018, is 8.5 cents and 9.8 cents per kWh for onshore and offshore projects, respectively.

Philippine President Rodrigo Duterte went on the offensive over the South China Sea on Wednesday, in his first-ever address to the United Nations General Assembly, stressing his country’s legal victory at The Hague in its long-simmering maritime dispute with China.

In a video address recorded in Manila, Duterte said that the Philippines has rights over the parts of the South China Sea that The Hague ruling declared to be within the country’s exclusive economic zone.

The Indian Government will support seven water management projects in the Mekong Delta provinces of Ben Tre, Hau Giang, Kien Giang, and Tien Giang with non-refundable aid of $350,000.

At a ceremony in the Delta’s Can Tho City on September 23, representatives from the Indian Consulate General in HCM City and the localities signed seven memoranda of understanding for the projects, each worth 50,000 USD.

They are part of 26 quick-impact projects funded by India in 22 Vietnamese cities and provinces, 13 of which have been completed while 12 others will be launched during the 2020-2021 fiscal year.

Trần Chí Thành – Viện trưởng Viện Năng lượng Nguyên tử Việt Nam (Bộ Khoa học Công nghệ) về những nhận định xung quanh vấn đề này. Tuy nhiên, chủ trương dừng dự án điện hạt nhân đã được Quốc hội thông qua vào năm 2016, vì vậy, TS. Trần Chí Thành trả lời với tư cách là một nhà nghiên cứu trong lĩnh vực công nghệ và an toàn điện hạt nhân [1].

NEW DELHI: India’s new French Rafale jets have flown “familiarisation” flights above the border region contested with China where a deadly clash between soldiers from the nuclear-armed neighbours took place in June, an official told AFP on Monday (Sep 21).

The first five planes of a US$9.4 billion order for 36 Rafale aircraft were formally commissioned on Sep 10, with Defence Minister Rajnath Singh calling them a “strong message” to New Delhi’s adversaries.

“Rafale fighter jets have been familiarising in our operational areas including Ladakh,” a senior air force official told AFP on condition of anonymity.

Authorities in Vietnam uncovered a vast number of used condoms being recycled and stocked for sale following a raid on an apartment on Saturday.

According to local market monitors, nearly 324,000 used condoms, equivalent to 360 kilos, were recycled at the facility and would be sold on the market later.

They confiscated all products at the facility, which is located at DX12, Hoa Nhut Quarter, Tan Vinh Hiep Ward, Binh Duong Province, located in southern Vietnam.

Do đó, giải pháp hữu hiệu nhất là ưu tiên đầu tư hạ tầng kỹ thuật phục vụ nhập khẩu và tiêu thụ khí tự nhiên hoá lỏng (LNG) như đã nêu trong Nghi quyết 55/NQ -TW của Bộ Chính trị.
