To ensure that every citizen can have complete confidence in the integrity of the Government, each employee shall respect and adhere to the fundamental principles of ethical service as follows:

1.      Public service is a public trust, requiring employees to place loyalty to the Constitution, the laws, and ethical principles above private gain.

2.      Employees shall not hold financial interests that conflict with the conscientious performance of duty.

Để đảm bảo rằng mỗi người dân có thể có lòng tin hoàn toàn vào sự liêm chính   của Nhà nước, mỗi nhân viên sẽ tôn trọng và tuân theo các nguyên tắc đạo đức cơ bản về làm việc như sau:

1.      Công việc nhà nước là lòng tin công, đòi hòi nhân viên đặt trung thành với Hiến pháp, luật lệ, và các nguyên tắc đạo đức lên trên quyền lợi tư.

2.      Nhân viên không được nắm giữ quyền lợi tài chính mâu thuẫn với tận tâm thi hành nhiệm vụ.
