Indonesia, this year’s Association of Southeast Asian Nations (ASEAN) chair, held a flurry of ministerial meetings earlier this month. From July 11-12, it hosted the ASEAN Foreign Ministers’ Meeting in Jakarta. Timor Leste, which became an ASEAN observer state last year, sent a delegation for the first time. Chief among the ministers’ conversation topics was the ongoing civil war in Myanmar; moreover, ministers shared their continued concerns regarding aggressive Chinese behavior in the South China Sea. On July 13, ASEAN foreign ministers, joined by their counterparts from Japan, China, and South Korea, met for the 24th ASEAN Plus Three Foreign Ministers’ meeting. Lastly, Indonesia hosted the ASEAN Regional Forum on July 14, setting the stage for ASEAN partners such as the United States, Russia, and China, to meet on the sidelines.

In late October 2019, ambulance crews in the United Kingdom were called to a scene of horror.

On a quiet road in a nondescript industrial park in Essex, the bodies of 39 people were found when the heavy steel doors of a refrigerated truck trailer were opened.

The victims had suffocated. Death came slowly as oxygen levels inside the airtight container depleted for the 28 men, eight women and three children as their attempt to be smuggled into the UK ended tragically.

The youngest were two 15-year-olds. All were from Vietnam and the majority were from one province – Nghe An.

“I’m sorry Dad and Mum,” 26-year-old Pham Thi Tra My tapped out in a final text message she composed for her parents.

BAN HÀNH CHƯƠNG TRÌNH HÀNH ĐỘNG QUỐC GIA HOÀN THIỆN CHÍNH SÁCH VÀ PHÁP LUẬT NHẰM THÚC ĐẨY THỰC HÀNH KINH DOANH CÓ TRÁCH NHIỆM TẠI VIỆT NAM GIAI ĐOẠN 2023 – 2027

Căn cứ Luật Tổ chức Chính phủ ngày 19 tháng 6 năm 2015; Luật sửa đổi, bổ sung một số điều của Luật Tổ chức Chính phủ và Luật Tổ chức chính quyền địa phương ngày 22 tháng 11 năm 2019;

Căn cứ Nghị quyết số 99/NQ-CP ngày 30 tháng 8 năm 2021 của Chính phủ ban hành Chương trình hành động của Chính phủ nhiệm kỳ 2021 – 2026 thực hiện Nghị quyết của Quốc hội về Kế hoạch phát triển kinh tế – xã hội 5 năm 2021 – 2025;

Căn cứ Nghị quyết số 01/NQ-CP ngày 06 tháng 01 năm 2023 của Chính phủ về nhiệm vụ, giải pháp chủ yếu thực hiện kế hoạch phát triển kinh tế – xã hội, dự toán ngân sách nhà nước và cải thiện môi trường kinh doanh, nâng cao năng lực cạnh tranh quốc gia năm 2023;

Theo đề nghị của Bộ trưởng Bộ Tư pháp.

QUYẾT ĐỊNH:

Điều 1. Ban hành Chương trình hành động quốc gia hoàn thiện chính sách và pháp luật nhằm thúc đẩy thực hành kinh doanh có trách nhiệm tại Việt Nam giai đoạn 2023 – 2027 (sau đây gọi là Chương trình) với những nội dung chủ yếu sau đây:

As much as 17 billion USD is needed to build two railway routes connecting to seaports, namely Lao Cai-Hanoi-Hai Phong and Bien Hoa-Vung Tau, according to the Ministry of Transport (MoT).

A pre-feasibility study is underway for the Bien Hoa-Vung Tau route with 1,435mm gauge tracks. It is 128km long with a total investment of 6.2 billion USD.

Meanwhile, the detailed planning of the 380km-long Lao Cai-Hanoi-Hai Phong project has been basically completed at a cost of about 11 billion USD.

According to the MoT, a large amount of the money for the two projects will come from the public investment fund.

Due to their big investment, the two projects have been included in the list of those that call for foreign investment in the 2021-2025 period, the ministry said, adding that it is preparing for capital mobilisation so that construction of the projects will start before 2030.

The world’s largest and most populous continent is reckoning with the deadly effects of extreme summer weather, as countries endure blistering heatwaves and record monsoon rainfall, with governments warning residents to prepare for more to come.

This month torrential rains inundated parts of Japan, China, South Korea and India, upending the lives of millions and causing flash floods, landslides and power cuts. Record temperatures also led to a rise in heat-related illnesses, particularly among vulnerable communities such as the elderly.

On Saturday, at least 13 people in the central South Korean city of Cheongju died after waters from a burst riverbank flooded an underpass, trapping vehicles, including a public bus.

At least 41 people have died in South Korea in recent days and thousands more have been forced to evacuate their homes and seek temporary shelter, as heavy downpours hit central and southern parts of the country.

In response to the loss of life, South Korean President Yoon Suk Yeol called for an overhaul of the country’s approach to extreme weather.

“This kind of extreme weather event will become commonplace — we must accept climate change is happening, and deal with it,” Yoon said Monday.

1. Lịch sử hình thành chế định hội thẩm

Chế độ Hội thẩm (phụ thẩm) nhân dân được ghi nhận và trở thành một chế định quan trọng trong hoạt động của Toà án bằng Sắc lệnh số 33/SL ngày 43.9.1945 và Sắc lệnh số 13/SL ngày 21.1.1946. Hiến pháp năm 1946 19.11.1946 bản Hiến pháp đầu tiên của Nhà nước ta đã chính thức ghi nhận nguyên tắc đại diện nhân dân tham gia xét xử. “Trong khi xét xử việc hình phải có Phụ thẩm nhân dân để tham gia ý kiến nếu là việc tiểu hình, hoặc cùng quyết định với Thẩm phán nếu là việc đại hình”. Bước vào những năm 50, nền tư pháp của chế độ mới đã có những cải cách lớn nhằm đáp ứng đầy đủ hơn nữa yêu cầu của cách mạng, đòi hỏi của nhân dân. Bằng Sắc lệnh số 85/SL ngày 22.5.1950 về cải cách bộ máy tư pháp và Luật tố tụng, phụ thẩm nhân dân được đổi là Hội thẩm nhân dân và đã quy định rõ hơn về địa vị pháp lí của Hội thẩm. Hiến pháp năm 1959 được ban hành và đã ghỉ nhận nguyên tắc Hội thẩm nhân dân tham gia xét xử. “Việc xét xử ở các Toà án nhân dân có Hội thẩm nhân dân tham gia theo quy định của pháp luật” (Điều 59). Trên cơ sở Hiến pháp năm 1959, Luật tổ chức Toà án nhân dân năm 1960 quy định: Khi xét xử sơ thẩm, Toà án nhân dân gồm có một Thẩm phán và hai Hội thẩm nhân dân… (Điều 112). Từ năm 1986, công cuộc đổi mới đất nước theo tinh thần Đại hội Đảng toàn quốc lần thứ VỊ được tiến hành. Để phù hợp với tỉnh thần đổi mới, Hiến pháp năm 1992 được ban hành để thay thế Hiến pháp năm 1980.

The rainy season would usually start in May, but this was late June and it was still not raining much. Niwat Roykaew, who grew up on the bank of the Mekong River in Thailand’s northern Chiang Rai province, noticed. 

Born and raised in the Chiang Khong district, Roykaew, 63, was taught to observe the Mekong River to tell the season. But, in the past two decades, the river has become unpredictable like it has “pulsated out of tune”.

“The water would get high for two days, then on the third day it would suddenly drop, even during the rainy season,” said Roykaew. 

Local residents like him knew that this delay could mean another year of drought. Since at least 2019, that’s what has happened: the monsoon rain is late, and when it comes, it departs early.

The Mekong River’s water levels in the lower basin, including in Thailand, are now very unstable, being heavily affected both by climate change and hydropower dams upstream that are mostly powered by China, according to local residents, activists, and experts.

Polarized politics, democratic deficits, rampant online hate speech, unprecedented global security risks. In this turbulent era, how do peace campaigners and grassroots mobilizers bridge bitter divides and promote peace in their communities?

A forthcoming study reveals that peacebuilders are finding new opportunities in this tough environment. In a project with the Initiative for Peacebuilding at the University of Melbourne, The Asia Foundation interviewed 25 civil society leaders in South and Southeast Asia—women and men, young and old—who work to prevent conflict. While acknowledging that space to speak out is shrinking in many countries, they expressed hopeful views of current opportunities to mediate and resolve conflicts.

TTCT – Nếu như Trung Quốc có bao giờ thực hiện thành công một cuộc Đại nhảy vọt, thì đó chính là ở Thâm Quyến. Và lý do cơ bản của thành công này là vì thành phố này được phân quyền một cách đích thực.

Tôi vẫn còn nhớ cách đây khoảng 10 năm, một người bạn Hong Kong dẫn tôi tới dải đất sát bờ biển Hong Kong, chỉ vào một dãy nhà cao tầng san sát ở bờ bên kia và nói đó là thành phố Thâm Quyến.

Anh kể trước đây rất nhiều người Trung Quốc đại lục bị hấp dẫn bởi Hong Kong phồn hoa đã bơi từ Trung Quốc đại lục để vượt biên, nhập cảnh trái phép vào Hong Kong. Tôi bèn hỏi vui: “Bây giờ còn không anh?”. Anh trả lời rất nhanh: “Bên đó bây giờ thậm chí còn giàu hơn bên đây thì vượt biên làm gì”.

Anh bạn Hong Kong không quá lời. Giờ đây, GDP của Thâm Quyến đã vượt Hong Kong. Thành phố đại lục này cũng đi trước Hong Kong về đổi mới công nghệ và là nơi có nhiều công ty nằm trong top 500 công ty thành công nhất thế giới. Climate experts are sounding the alarm as the target of keeping long-term global warming within 1.5 degrees Celsius (2.7 Fahrenheit) appears to be slipping away. Despite months of unprecedented heat on both land and sea, nations have failed to set more ambitious goals in the fight against climate change.

According to the EU-funded Copernicus Climate Change Service (C3S), average global surface air temperatures were more than 1.5 degrees Celsius above pre-industrial levels for several days in early June, coinciding with the gathering of envoys in Bonn to prepare for this year’s annual climate talks in November. While temperatures have breached the 1.5-degree threshold temporarily in the past, this was the first time it occurred during the northern hemisphere summer, which began on June 1. Additionally, sea temperatures have broken records in April and May.

Domestic and foreign experts shared the view that there are only seven years left, so there is no time for hesitation. Vietnam needs to make greater efforts and stay resolved to accomplish its goals.
