On Sept. 10, Joe Biden pays his first visit to Vietnam as U.S. president, where he is expected to ink a deal to elevate the U.S.-Vietnam relationship from “comprehensive” to “comprehensive strategic”—the highest level of Vietnam’s diplomatic hierarchy. Biden is forgoing this week’s twin summits in Indonesia—the Association of Southeast Asian Nations summit and the East Asia Summit—to show the value Washington places on key bilateral partners, such as Vietnam, in the Indo-Pacific.
Some critics worry that China and Russia, two of Vietnam’s other comprehensive strategic partners, could punish Vietnam for its choice to upgrade relations with the United States. But Vietnam can come out of this complicated diplomatic competition a clear winner by centering the U.S.-Vietnam collaboration on the Mekong—the mighty river that keeps both Vietnam and much of the rest of the world fed.

Hồ thủy lợi Biển Lạc diện tích hơn 1000 hecta nằm trên địa bàn 2 huyện miền núi Tánh Linh và Đức Linh của tỉnh Bình Thuận. Những ô nhỏ là ao, hồ, di chứng do hoạt động khai thác khoáng sản vô tội vạ hàng chục năm qua tạo nên.
Trong lòng hồ, hàng chục con tàu khai thác cát neo đậu. Những núi đất sét, cát hàng nghìn m3 tập kết quanh lòng hồ khiến người ta khi nhìn vào không biết đây là một hồ thủy lợi.
Lòng hồ bị đào bới nham nhở, chia tách thành từng ô thửa nhỏ. Mặc sức ai mạnh thì bao chiếm, nơi khai thác khoáng sản, chỗ trồng lúa, nơi trồng sen, nuôi cá…

HCM CITY — The Mekong (Cửu Long) Delta has seen significant strides in urban development, yet the increasing climate change risks mean long-term and practical strategies must be put in place for sustainable growth.
The delta currently has 211 urban areas, with an urbanisation rate of 32 per cent against that of the country at 40.5 per cent. These figures are predicted to rise in the near future.
The region is also witnessing faster sea level rise than forecast, with extreme weather phenomena that affect people’s livelihoods.

HANOI : A chronic shortage of engineers in Vietnam is emerging as a major challenge to the growth of its semiconductor industry and to U.S. plans of fast-tracking the Southeast Asian nation as a chips hub to hedge against China-related supply risks.
Semiconductors are expected to be a focal point when U.S. President Joe Biden visits Hanoi from Sept. 10 with the goal of formally elevating ties between the two countries. He will offer Vietnam support to boost its chips production, U.S. administration officials said.

A year and a half into a historic interest-rate upcycle, Southeast Asia’s economic prospects continue to stand out in a world faced with high inflation and soft demand.
HSBC forecasts that the six largest economies in Southeast Asia — Indonesia, Thailand, Malaysia, the Philippines, Singapore and Vietnam — will grow 4.2% this year and 4.8% next year. This pace would far outstrip the 1.1% expansion expected in the developed world in 2023 or next year’s estimated 0.7%.

KASI, Laos — Five decades have elapsed since the signing of the Paris Peace Accords on Jan. 27, 1973 that led to the end of the Vietnam War. The long conflict devastated all of Indochina, and its aftermath continues to stymie the region’s economic development.
Early this month, specialists of the Laotian military detected unexploded ordnance (UXO) in the northern town of Kasi. The team of about 10 found one cluster bomb the size of a tennis ball and used a loudspeaker to warn residents while cordoning off nearby roads before disposing of the device.
Operations of this type continue.

Theo Tổ chức Giáo dục, Khoa học và Văn hóa Liên Hợp Quốc (UNESCO), có sự ‘liên kết tiêu cực’ giữa sử dụng điện thoại di động quá mức với chất lượng học tập. Tiếp xúc với màn hình quá nhiều ảnh hưởng tiêu cực đến sự ổn định cảm xúc của trẻ.
Kêu gọi cấm smartphone trong trường học của UNESCO gửi đi thông điệp rõ ràng rằng công nghệ số, bao gồm cả trí tuệ nhân tạo (AI), luôn phải dựa trên tầm nhìn giáo dục “lấy con người làm trung tâm” và không bao giờ thay thế được tương tác trực tiếp với giáo viên.
UNESCO cảnh báo các nhà hoạch định chính sách về suy nghĩ không thấu đáo với công nghệ số. Tác động tích cực của nó đến kết quả học tập và hiệu quả kinh tế có thể bị phóng đại, cái mới không phải lúc nào cũng tốt hơn. “Không phải tất cả thay đổi đều tạo nên tiến bộ”, báo cáo kết luận.
