The year is not over, but it’s safe to say that 2020 has been a watershed. Even so, it may be difficult to grasp just how consequential the last several months have been for U.S.-China relations. As the many crises of 2020 recede into the past, it will become increasingly clear that we witnessed the most important sea change in U.S.-China relations in 50 years. Critically, this was the year that the tide of public opinion in the United States turned against China.

The United States has released guidance on its immigration laws that will make it almost impossible for members of a Communist party or similar to be granted permanent residence or citizenship of America.
The announcement was made in a policy alert issued on Friday by the US Citizen and Immigration Services (USCIS).
In a sign Washington is dusting off its Cold War-era legislation, the agency said: “In general, unless otherwise exempt, any intending immigrant who is a member or affiliate of the Communist Party or any other totalitarian party … domestic or foreign, is inadmissible to the United States.”

The US Department of Commerce has written to American suppliers of China’s biggest chip manufacturer, warning them of “unprecedented risks” that their products could be used by the Chinese military.
The letter reminds the firms they must apply for licences to ship controlled items to Shanghai-based SMIC. But it does not appear that Washington has decided whether or not to add the firm to a trade blacklist. SMIC has denied any military links. And it said it had not received any formal notice of new restrictions from the US. But the latest action caused Semiconductor Manufacturing International Corporation’s shares to drop about 7% in Hong Kong trade.

At a ceremony in the Delta’s Can Tho City on September 23, representatives from the Indian Consulate General in HCM City and the localities signed seven memoranda of understanding for the projects, each worth 50,000 USD.
They are part of 26 quick-impact projects funded by India in 22 Vietnamese cities and provinces, 13 of which have been completed while 12 others will be launched during the 2020-2021 fiscal year.

NEW DELHI: India’s new French Rafale jets have flown “familiarisation” flights above the border region contested with China where a deadly clash between soldiers from the nuclear-armed neighbours took place in June, an official told AFP on Monday (Sep 21).
The first five planes of a US$9.4 billion order for 36 Rafale aircraft were formally commissioned on Sep 10, with Defence Minister Rajnath Singh calling them a “strong message” to New Delhi’s adversaries.
“Rafale fighter jets have been familiarising in our operational areas including Ladakh,” a senior air force official told AFP on condition of anonymity.

Tensions between the US and China came to the fore of the annual UN General Assembly in New York, with US President Donald Trump blaming China for the spread of coronavirus.
He called for China to be held “accountable” for the pandemic.
In his speech, Chinese President Xi Jinping said his country had “no intention to enter a Cold War with any country”.
Ties between the two world powers are strained on a number of fronts.
WASHINGTON: Secretary of Defense Mark Esper announced on Wednesday (Sep 16) an ambitious plan to expand the US Navy with a range of unmanned and autonomous ships, submarines and aircraft to confront the growing maritime challenge from China.
The Pentagon chief said a sweeping review of US naval power dubbed “Future Forward” had laid out a “game-changer” plan that would expand the US sea fleet to more than 355 ships, from the current 293.

WASHINGTON: The US Justice Department on Wednesday (Sep 16) announced charges against five Chinese nationals and two Malaysians who ran global hacking operations for at least six years to steal identities and video game technology, plant ransomware, and spy on Hong Kong activists.
Three of the Chinese suspects operated out of Chengdu 404, a Sichuan-based company that purported to offer network security services for other businesses.
