Sau 5 năm dài vắng bóng, Mỹ đã chính thức tái gia nhập Tổ chức Văn hóa, Khoa học và Giáo dục của Liên Hợp Quốc (UNESCO) vào ngày 30/6.

Trong một phiên họp bất thường hôm 30/6, 193 quốc gia thành viên của UNESCO đã phê duyệt đề xuất tái gia nhập tổ chức của Mỹ với 132 phiếu thuận và 10 phiếu chống.

Mỹ đã rút khỏi UNESCO vào năm 1984, dưới thời chính quyền Tổng thống Ronald Reagan, sau đó quay trở lại vào năm 2004.

Tuy nhiên, mối quan hệ của chính phủ Mỹ với UNESCO này trở nên căng thẳng vào tháng 10/2011, khi các thành viên của cơ quan này bỏ phiếu chấp nhận Palestine là thành viên của tổ chức.

Động thái này đã khiến Hoa Kỳ và đồng minh thân cận Israel tức giận, đồng thời buộc chính quyền của Barack Obama phải ngừng tài trợ cho cơ quan này. China’s EU envoy, Fu Cong, says Beijing respects the territorial integrity of all countries and stands for peace.

Brussels, Belgium – China’s envoy to the European Union has suggested that Beijing could back Ukraine’s aims of reclaiming its 1991 territorial integrity, which includes Crimea – the peninsula annexed by Russia in 2014.

When world leaders meet for their much-vaunted “summits,” what do they actually do? The question was posed by last week’s meeting in Beijing between US secretary of state Anthony Blinken and Chinese president Xi Jinping. The meeting lasted a whole thirty-five minutes. It was barely long enough to exchange diplomatic pleasantries, let alone to make progress on the various areas of US–China rivalry, in the South China Sea, on trade, technology and Ukraine. The actual negotiations had clearly happened elsewhere. The summit was mainly an exercise in symbolism: a handshake for the cameras and a carefully worded communique for the record.

The present policy brief is focused on how threats to information integrity are having an impact on

progress on global, national and local issues. In Our Common Agenda, I called for empirically backed consensus around facts, science and knowledge. To that end, the present brief outlines potential principles for a code of conduct that will help to guide Member States, the digital platforms and other stakeholders in their efforts to make the digital space more inclusive and safe for all, while vigorously defending the right to freedom of opinion and expression, and the right to access information. The Code of Conduct for Information Integrity on Digital Platforms is being developed in the context of reparations for the Summit of the Future. My hope is that it will provide a gold standard for guiding action to strengthen information integrity.

Digital platforms are crucial tools that have transformed social, cultural and political interactions

everywhere. Across the world, they connect concerned global citizens on issues that matter. Platforms help the United Nations to inform and engage people directly as we strive for peace, dignity and equality on a healthy planet. They have given people hope in times of crisis and struggle, amplified voices that were previously unheard and breathed life into global movements.

Yet these same platforms have also exposed a darker side of the digital ecosystem. They have enabled the rapid spread of lies and hate, causing real harm on a global scale. Optimism over the potential of social media to connect and engage people has been dampened as mis- and disinformation and hate speech have surged from the margins of digital space into the mainstream. The danger cannot be overstated. Social mediaenabled hate speech and disinformation can lead to violence and death.

The ability to disseminate large-scale disinformation to undermine scientifically established facts poses an existential risk to humanity (A/75/982, para. 26) and endangers democratic institutions and fundamental human rights. These risks have further intensified because of rapid advancements in technology, such as generative artificial intelligence. Across the world, the United Nations is monitoring how mis- and disinformation and hate speech can threaten progress towards the Sustainable Development Goals. It has become clear that business as usual is not an option.

TTCT – Ngày 28-5-2023, ông Recep Tayyip Erdogan trúng cử lần thứ ba nhiệm kỳ tổng thống Thổ Nhĩ Kỳ với 52,18% số phiếu ở vòng 2.

Bầu cử tổng thống ở Thổ cần 2 vòng và đa số tuyệt đối, nhưng sau khi ở vòng 1, ông Erdogan về đầu với 49,52% thì kể như xong vì đối thủ của ông thuộc Đảng Xã hội chỉ có 44,88% và người thứ ba thuộc thành phần quốc gia cực đoan có 5,17%.

Trừ khi có phép lạ nào đó xảy ra, thì thực tế là ngay từ hôm bầu vòng 1 (14-5), cử tri Thổ đã quyết định rồi. 

Đây là quyết định có thể dự đoán được nhưng vẫn bất ngờ, vì sau 20 năm cầm quyền, dư luận nghĩ quần chúng đã chán ông Erdogan – nhất là trong hoàn cảnh kinh tế lạm phát cực kỳ hiện nay và đồng tiền mất giá. 

Việc cứu trợ động đất tháng 2 với 50.000 người chết cũng được cho là không tốt và làm nhiều người bất mãn.

Well, good morning, everyone. 

It is indeed great to be back here for another Shangri-La Dialogue.

Let me thank John and everyone at IISS for their efforts to deepen our dialogue on the Indo-Pacific. You know, this is my third time speaking in Singapore at an IISS event. And so this is starting to be—it’s becoming a habit there, John. 

I also want to thank our national host, Singapore, for your tremendous hospitality.  

And it’s great to see Senior Minister Teo, and Minister Ng, and other distinguished guests from our host here today.

And I’m glad that we’re joined by so many defense ministers and leaders from around the Indo-Pacific and around the world.

One minister of defense made a special effort to be here today: my good friend Oleksii Reznikov of Ukraine. Oleksii’s seat is currently empty. I’m sure he’s working the room somewhere around here, but Oleskii, if you can hear me, I’d remind you that, I’d just tell you that your presence here reminds us that we can never take our peace and security for granted.

I’m also delighted to be here with Director Haines and many of our U.S. military leaders. 

So thanks to everyone for being here today.

This dialogue is always a great opportunity to exchange views. And the only thing more wide-ranging than the conference agenda is the breakfast buffet.

Negotiators from 14 Indo-Pacific nations concluded negotiations in substance on a new Indo-Pacific Economic Framework for Prosperity (IPEF) Supply Chain Agreement. At a ministerial-level meeting on the margins of an Asia-Pacific Economic Cooperation (APEC) forum gathering in Detroit, Michigan, IPEF parties released a statement outlining major contours of the agreement. The first of four potential agreements that the United States aims to conclude under IPEF, the supply chains agreement represents a positive step toward further economic integration in the Indo-Pacific. However, questions remain about how binding or impactful the supply chains agreement will be and which additional agreements will come to fruition under the framework this year.

U.C. Berkeley repeatedly neglected to disclose its deal with China to the U.S. government.

U.C. Berkeley has failed to disclose to the U.S. government massive Chinese state funding for a highly sensitive $240 million joint tech venture in China that has been running for the last eight years.

The Californian university has not registered with the U.S. government that it received huge financial support from the city of Shenzhen for a tech project inside China, which also included partnerships with Chinese companies that have since been sanctioned by the U.S. or accused of complicity in human rights abuses.

The university has failed to declare a $220 million investment from the municipal government of Shenzhen to build a research campus in China. A Berkeley spokesperson told The Daily Beast that the university had yet to declare the investment—announced in 2018—because the campus is still under construction. However, a former Department of Education official who used to help manage the department’s foreign gifts and contracts disclosure program said that investment agreements must be disclosed within six months of signing, not when they are fully executed.

1. We, the Leaders of the Group of Seven (G7), met in Hiroshima for our annual Summit on May 19-21, 2023, more united than ever in our determination to meet the global challenges of this moment and set the course for a better future. Our work is rooted in respect for the Charter of the United Nations (UN) and international partnership.

We are taking concrete steps to:

• support Ukraine for as long as it takes in the face of Russia’s illegal war of aggression;
• strengthen disarmament and non-proliferation efforts, towards the ultimate goal of a world without nuclear weapons with undiminished security for all;
• coordinate our approach to economic resilience and economic security that is based on diversifying and deepening partnerships and de-risking, not de-coupling;
• drive the transition to clean energy economies of the future through cooperation within and beyond the G7;
• launch the Hiroshima Action Statement for Resilient Global Food Security with partner countries to address needs today and into the future; and
• deliver our goal of mobilizing $600 billion in financing for quality infrastructure through the Partnership for Global Infrastructure Investment (PGII)

as outlined in the reference documents of this Communique.
