The Asian Development Bank (ADB) is leading a group of lenders to provide $186 million for the development of a solar power plant in the central province of Phu Yen.
The financing comprises a $27.9 million loan from the ADB, a $148.8 million syndicated loan funded by commercial banks with ADB as Lender of Record, and a $9.3 million loan provided by the Leading Asia’s Private Infrastructure Fund (LEAP).

The government has stopped licensing wind power plants and is drafting a new national power plan for the next decade.
The Ministry of Industry and Trade has told provinces and cities to temporarily stop accepting proposals for new plants.
Power plants with a total capacity of nearly 80 gigawatts have been licensed to be built in the next decade, including 30 GW from wind and solar power plants.
Dozens of solar companies are claiming renewable energy certificates issued for “wood-burning” biomass technology are unconstitutional as most such facilities are fueled by wood pellets co-fired with coal in older power plants. A constitutional court decision is expected within two years.

The Ministry of Industry and Trade wants to extend the incentive feed-in-tariff (FIT) period for wind power projects by a couple of years.
The current incentive FIT applies to projects commissioned before November 1, 2021, but the ministry will request Prime Minister Nguyen Xuan Phuc’s permission to extend it until the end of 2023, Minister Tran Tuan Anh said at a recent meeting.
The current 20-year incentive feed-in tariff, which was approved in September 2018, is 8.5 cents and 9.8 cents per kWh for onshore and offshore projects, respectively.

Covid-19 and the slow implementation of power transmission projects may make it impossible for solar power projects to connect to the national grid by the end of the year.
Investors of solar power projects are concerned that they may fail to connect to the national grid and this be able to enjoy the preferential FIT (feed in tariff) of 7.09 cent per kwh.

Over 45,000 households and organizations in the country have installed rooftop solar panels, whose prices have been falling rapidly in recent years.
Le Anh Tuan, lecturer at Can Tho University in southern Can Tho City, spent VND130 million ($5,600) to install a 3.9 kWp rooftop solar power system in his home four years ago and is now enjoying the fruits of his investment.

Trong nhiều năm, Việt Nam vẫn đi sau thế giới về năng lượng tái tạo – đặc biệt là điện gió, điện mặt trời, và hiệu quả năng lượng, và phần lớn dựa vào than và dầu. Việt Nam định ra cho ngành năng lượng một phần rất nhỏ trong Đóng góp quốc gia tự quyết định (Nationally Determined Contribution – NDC) để giảm thiểu phát thải carbon, mặc dù ngành năng lượng chiếm đến một nửa lượng khí thải của quốc gia, và điều này gần như loại trừ hoàn toàn ngành công nghiệp năng lượng khỏi NDC. Việt Nam cũng đã gần như chưa hề để tâm đúng mức tới giảm phát thải trong giao thông vận tải, một ngành vẫn gần như phụ thuộc hoàn toàn vào xăng dầu. Ngoài ra, Việt Nam chưa tìm ra cách hiệu quả để tạo ra sự cạnh tranh trên thị trường năng lượng, khiến cho giá năng lượng phù hợp hơn với thực tế thị trường và hiệu quả hơn.

Many private enterprises said they want to invest in building renewable energy infrastructure, but Viet Nam still lacks mechanisms to encourage private enterprises to participate in this activity.
Nguyen Tam Tien, general director of the Trung Nam Group, the first and only enterprise so far allowed to invest in national grid transmission infrastructure, highly appreciated the Politburo’s Resolution No 55-NQ/TW on Viet Nam’s strategic orientations for national energy development through 2030 because it encourages private enterprises to invest in building renewable energy infrastructure.

The total capacity of solar power projects registered by investors has become nearly 10 times higher than the targeted level.
The solar power market began exploding in November 2017, when the Prime Minister signed Decision 11, setting the highest ever FIT (feed in tariff) of 9.35 cent per kwh, or VND2,086 for solar power. The electricity purchase price is applied for 20 years to power projects that became operational prior to June 31, 2019.
The decision triggered a wave of hundreds of businesses pouring hundreds of trillions of dong into solar power projects.
