Japan has signed a ¥36.6 billion ($345 million) loan agreement with Vietnam to provide the Southeast Asian country with six patrol boats to boost its maritime law enforcement capabilities, as Beijing steps up its claims in the South China Sea.
The deal comes as the United States has toughened its stance against China over what Washington says is Beijing’s “completely unlawful” maritime claims across most of the strategic waterway and its “bullying” of Vietnam and other claimant states in a bid to control offshore resources.

Vietnam has confirmed 29 new coronavirus cases and another fatality of the disease, all closely tied to Da Nang outbreak, the Ministry of Health said in its August 9 update at 18.00hrs.
19 cases aged 7 to 85 were registered in Da Nang City, the epicenter of the outbreak. They include 8 people who had close contact with COVID-19 patients, 3 patients given treatment at Da Nang Hospital, three caregivers, a medical worker, a servant, along with three others.
Meanwhile, Quang Nam and Quang Tri provinces recorded eight and two cases respectively. Most of them had contact with COVID-19 patients and were patient caregivers.
Australia’s declaration that there is no legal basis for China’s claims to most of the South China Sea has been a long time coming.
For years, Canberra has carefully urged restraint, called on all states to respect the rules-based international order, insisted that it took no sides in the many competing territorial claims for the sea and urged respect for a 2016 international court ruling on the status of disputed features of the South China Sea.
But the decision to say there is no legal basis for China’s claim to 90 per cent of the islands and waters – which fall within the so-called “nine-dash line” – is part of a gradual change in Australia’s approach to the dispute, and one that is likely to be quietly welcomed by neighbouring countries in south-east Asia.

Vietnam’s $9.3 billion Can Gio Tourist City was recently approved for construction within the buffer zone of a UNESCO Mangrove Biosphere Reserve in Ho Chi Minh City.
Developed by Vingroup, Vietnam’s largest private company, the project will require the reclamation of a huge amount of land along Can Gio’s coast.
Environmentalists and activists have petitioned the government to reconsider the project, but Vingroup is a key part of the country’s drive toward industrialization and home-grown world-class companies.

Vietnam’s Communist Party leadership has instituted a top-down reform of the country’s electricity sector in response to the need to shift away from coal and its growing list of associated problems.
The country’s new energy strategy puts greater emphasis on renewables, including wind and solar, abandoning a decade-long commitment to investing in and subsidizing coal.
The move is also helped by recent technological developments that have made generating renewable power at scale more economically feasible than ever.

Australia’s Prime Minister Scott Morrison has said his government held a less dramatic view of US-China strategic tensions than a predecessor who warned of a potential “hot war” before US presidential elections in November, but added that a conflict is no longer inconceivable.
Morrison’s comments at the Aspen Security Forum on Wednesday came days after former Australian Prime Minister and China scholar Kevin Rudd wrote in the Foreign Affairs journal that the risk of armed conflict between the United States and China in the next three months was “especially high”.
